Louisville City Council Meeting <br />November 6, 2002 <br />Page 5 <br /> <br />Davidson called for City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1403, Series 2002. <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Paul Wood reviewed the background of Christopher Village Fourth <br />Filing, which was built in 1984. He noted that, the building was constructed over a <br />platted utility easement. The building was granted a Certificate of Occupancy and a 10- <br />foot easement was separately recorded on the property to the east, which created a no- <br />build area to meet building code separation requirements. The easement itself has never <br />been vacated and the property is under new ownership. The new owners have initiated a <br />request to vacate the easement to eliminate the encroachment and clear the title to the <br />property in the event it would become an issue in the future for a financing entity or <br />future purchaser of the property. <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />for or against Ordinance No. 1403, Series 2002. Hearing none, Davidson closed the <br />public hearing. <br /> <br />MOTION: Sisk moved that Ordinance No. 1403, Series 2002 be approved, seconded by <br />Brown. Roll call vote was taken. The motion passed by a vote of 6-0. Mayer absent. <br /> <br />APPROVAL OF REQUEST FOR PROPOSAL FOR MUNICIPAL TRASH AND <br /> RECYCLABLES COLLECTION <br /> <br />Deputy City Manager Julie Boyd explained that City Council has reviewed the RFP for <br />unified trash and recyclables collection for the City of Louisville. She noted that the <br />deadline for receipt of the proposals is December 31, 2002. <br /> <br />Boyd explained that Town & Country Disposal notified Old Town residential customers <br />that they would no longer provide collection from alleys. Council was presented a copy <br />of the Town & Country Disposal letter. She stated that the RFP requires contractors to <br />address how their will handle alley collections, but does not specify a method for doing <br />that, or prohibit contractors from using alleys. <br /> <br />Boyd reviewed the revisions to the Municipal Trash and Recyclables Collection RFP. <br /> <br />COUNCIL COMMENTS <br /> <br />Sisk asked Boyd to address the section of the RFP that pertains to the insurance coverage. <br />Boyd stated that, although it was included at one time, it was omitted and would be added <br />back into the RFP. <br /> <br />Sisk suggested the insurance be a high blanket policy with significant coverage. <br /> <br /> <br />
