Louisville City Council Meeting
November 6, 2002
Page 8

Additionally, a letter from City Council will be sent to the Chair of each SIT Committee
requesting Louisville representation. Staff anticipates holding interviews at the
November 26 study session with appointments at the December 3, 2002 regular City
Council meeting. The next South Sub Area meeting is scheduled for the morning of
December 3 to discuss land use scenarios. As this is a critical meeting, staff requests
Council direction on whether to postpone the December 3 meeting to allow for citizen
representation.

Sisk asked if Council action was necessary. He suggested requesting letters of interests
accompanied by interviews and appointments of new members.

The City Attorney advised Davidson that the Home Rule Charter requires that
appointments be made by motion and vote of City Council.

MOTION: Brown moved that Council authorize the South Sub Area Task Force,
seconded by Levihn. All in favor. Mayer absent.

WARD II COUNCIL VACANCY

Davidson reported Council member Mayer's successful election to Boulder County
Commissioner creates a vacancy in the representation of Ward II. He suggested that the
vacancy be advertised this month, interviews be conducted in December and the
appointment made in January. There was Council consensus.

Sisk noted the December weekends are busy and requested weekday evening interviews,

CITY ATTORNEY'S REPORT

None.

CITY MANAGER'S REPORT

Simmons reminded Council of the November 12, 2002 study session. Agenda items
include the 2003 Budget and the Master Plan for Via Appia. He reported that Staff and
the Mayor would meet with Tishler and Associates to review the impact development fee
ordinance. 'He addressed Ordinance No. 1405, which would have authorized the purchase
of the post office site, and asked for Council consent to continue negotiations for the
property.

Levihn stated that prior to considering the post office property, he would like more
information on the City's commitment to the Superior Interchange expansion.

Keany expressed his reservations with continuing negotiations for the purchase of the
property, and agreed with Council member Levihn that the Superior Interchange
commitment of 5 million dollars would have to be considered.
