Louisville City Council Meeting
November 6, 2002
Page 7

UPDATE - NEW POLICE AND MUNICIPAL COURT BUILDING

Police Chief Bruce Goodman updated Council as to the progress of the new police/court
building and distributed conceptual drawings and floor plans for the facility. He
explained that the preliminary PUD was presented to and approved by the Planning
Commission on October 17. The final PUD hearing before the Planning Commission is
set for December 10. The City Council review is scheduled for December 17, 2002. The
architect's last calculation for the building is 17,132 gross square feet. He noted that a
power generator was added to the building plans.

COUNCIL COMMENTS

Van Pelt inquired as to citizen comments made at the Planning Commission public
hearings.

Goodman stated that one citizen commented that the building was too institutional
looking and resembled a jail. He stated that the Planning Commissioners expressed
concerns relative to the building rooflines, lighting and traffic. He noted that the plans
presented to the Planning Commission have since had revisions.

Sisk asked Goodman for the construction timeline. Goodman stated that construction
would begin in the spring and be completed by the end of the calendar year.

Simmons stated that in light of the defeat of the two bond issues, City Council would
review the Master Plan for Via Appia at the next work session.

Brown requested that options of green building materials be investigated in the
construction of the police/court facility.

Davidson advised Chief Goodman to look at other facilities that have an on-site generator
and also evaluate the placement of a generator, which could be problematic with respect
to vibrations and noise.

DISCUSSION/DIRECTION - SOUTH SUB AREA STEERING COMMITTEE
REORGANIZATION

Planning Director Paul Wood reported on the reconfiguration of the current South Sub
Area Steering Committee, which will broadening the representation and provide a more
focused direction of the committee. The Steering Committee would consist of one
landowner representative, two City Council members, two Planning Commissioners, a
citizen representative from each Ward, a representative from each School Improvement
Team (SIT) at Monarch K-8 and Monarch Highway School as well as associated City
staff members. He stated that an ad for citizen representation would be placed in the
Daily Camera and Louisville Times immediately proceeding approval of this request for
Committee reconfiguration. The ad will be in place for approximately two weeks.

7
