Louisville City Council Meeting <br />November 19, 2002 <br />Page 4 <br /> <br />City Attorney Light reviewed the following second reading revisions: Page 2. Definition, <br />A2 -Town is replaced by City, Page 3. Imposition and rate of tax, the addition of the <br />word levied, to read "On and after January 1, 2003, there is levied, Page 3. Addition of a <br />sentence to 3.22.030 "This tax shall be in addition to the sales and use tax established <br />under Chapter 3.20 of this Code", Page 5. Duties, correct typographical error, second <br />sentence, the word "any" replaced with the word "and". <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />in favor or against Ordinance No. 1407, Series 2002. <br /> <br />COUNCIL COMMENTS <br /> <br />Davidson noted Ballot Issue 2C, the Lodging Tax, was passed by the voters at the <br />November 5th election. He stated although Ballot Issues 2A and 2B would have provided <br />for a new library and expanded recreation center, the lodging tax was to defray the <br />operational cost for those facilities. <br /> <br />Bridget Bacon, 195 S. Washington Avenue, Louisville, CO, suggested some of the <br />proceeds of the lodging tax be directed for future library and recreation operational costs. <br /> <br />MOTION: Sisk moved Council approve Ordinance No. 1407, Series 2002, as amended, <br />seconded by Levihn. Roll call vote was taken and the motion passed by a vote of 7-0. <br /> <br />RESOLUTION NO. 40, SERIES 2002, AMENDMENT TO THE MCDONALD'S <br />PUD PLAN AUTHORIZING MCDONALD'S INSTALLATION OF A SECOND <br />DRIVE-THRU MENU BOARD AND A DRIVE-THRU LANE AT EXISTING <br />MCDONALD'S RESTAURANT <br /> <br />Davidson called for Staff presentation. <br /> <br />Planning Director Paul Wood reviewed the requested PUD amendment, which was <br />approved as the McDonald's PUD in 1994. The amendment pertains to an additional <br />drive-thru menu/order board proposed to be located at the rear of the site, adjacent to the <br />existing menu board. The second "side-by-side" is proposed to alleviate traffic back-up <br />that currently exists in the parking lot by "speeding up" the drive-thru ordering process <br />with a second menu board, and in turn, reducing the line-up of automobiles that creates <br />an overall traffic flow problem in the western portion of the parking lot. He stated four <br />parking spaces would be eliminated to provide for additional landscaping and two <br />additional pedestrian crosswalks. Wood noted that the Planning Commission reviewed <br />the PUD amendment request at the November 12 regular business meeting and <br />recommends approval with two conditions. He noted the Commission had varied <br />opinions on the need for this drive-thru area, but felt that the additional drive-thru was <br />need to alleviate the traffic and pedestrian conflicts that occur on site daily. <br /> <br />Davidson called for Applicant presentation. <br /> <br />4 <br /> <br /> <br />
