Historic Preservation Commission <br />Meeting Nlinutes <br />November 19, 2013 <br />Page 6 of 11 <br />Koertje asked if rental properties could count as income producing. <br />Lingo answered in the affirmative. <br />Stewart stated this information is extremely important for property owners who are <br />interested in creating a district. <br />Fasick inquired if the State would accept the proposed district to be cut into pieces to <br />create 100% interest. <br />Lingo stated she believed that would work. She stated there are a lot of pieces of the <br />Jefferson Place which could be pieced out based on the family ownership. <br />Fasick asked if Lingo got a sense of who might be interested in creating a district. <br />Lingo stated she only got to speak with a limited number of residents and it was hard to <br />say. <br />Stewart thanked Lingo for all of her hard work. He asked staff if the survey was able to <br />be placed on the City website. <br />Robinson stated it could be posted and a copy will be provided to the City of Louisville <br />library. <br />Discussion — Beth Barrett, Museum Complex <br />Robinson introduced Beth Barrett who is interested in placing a new building at the <br />Museum Complex. <br />Beth Barrett, Library Director, presented her ideas for placing another building at the <br />Museum Complex because they are running out of storage space. She stated a study <br />from 10 years ago stated this site would be a great place for storage and meeting <br />space. She stated they have about 5,000 historic photographs and she would like to <br />make those photographs accessible electronically. Having more room to scan and <br />catalog these photos would help tremendously. <br />Barrett stated the new building must be protected from humidity and other harmful <br />weather. She stated there also is a need for an ADA bathroom and additional staff <br />offices. A new building will also allow us to open more of the Jacoe Store for museum <br />displays. <br />Barrett stated there is $30,000 to do a needs assessment to determine what is needed <br />for this space. She stated she would like to work in concert with the HPC as the <br />concept plans come forward. She would also appreciate some design assistance and <br />possibly a grant for new construction. Due to the existing zoning, the project would <br />need to be considered residential. <br />La Grave stated he was unsure of the availability of funds for new construction. He <br />stated Erik Hartronft mentioned using the Grain Elevator for museum expansion. <br />
