Louisville City Council Meeting <br />December 3, 2002 <br />Page 5 <br /> <br />Keany asked if the Capital Improvement Budget is put into reserve, could the City <br />Attorney Light draft language to approve the budget. <br /> <br />City Manager Bill Simmons stated the following projects would be incurring expenses <br />shortly after the first of the year: <br /> · Street reconstruction <br /> · Concrete replacement <br /> · New police station <br /> <br />Mayer suggested approving the 2003 Capital Improvement Budget as proposed and <br />amending it at a later date. <br /> <br />Keany stated he was not comfortable approving the 2003 Capital Improvement Budget as <br />proposed, but would agree to approve a limited budget for the first portion of the year. <br /> <br />Simmons suggested the Capital Improvement budget be approved with a condition that <br />capital projects are brought before Council for approval. <br /> <br />Sisk stated he was not in favor in the current budget; however, he felt that Council must <br />give Staff direction. He suggested Council meet at a work session prior to December 10, <br />and approve the budget at a special meeting. <br /> <br />Van Pelt stated there are some capital improvement projects Council has agreed upon. <br />She suggested approving the budget, with the exclusion of the Capital Improvement <br />Projects. She stated the projects that need to be addressed in the early part of 2003 can be <br />identified, and the balance of the fund left in reserve. <br /> <br />Mayer suggested a meeting to discuss the priority of capital improvement projects. He <br />stated the Council was not in complete agreement on the bond issues, nor the priorities <br />for capital projects. He asked for a budget the majority of Council agrees upon. <br /> <br />Davidson called for public comment. There were no comments. <br /> <br />MOTION: Sisk moved that Council continue the public hearing on the 2003 Budget <br />approval to a special meeting to be held on Tuesday, December 10, 2002, at 6:00 p.m., in <br />the Library conference room, seconded by Davidson.
