Louisville City Council Meeting <br />December 3, 2002 <br />Page 6 <br /> <br />Finance Director Laus reviewed Resolution No. 45, Series 2002, which authorizes the <br />supplemental appropriation of $85,202 in the Conservation Trust - Lottery Fund for the <br />construction of the Inline Skating Rink. This supplemental appropriation brings the total <br />appropriations for the Conservation Trust - Lottery Fund to $452,102 for the 2002 budget <br />and a projected ending cash balance of $70,665 at December 31, 2002. <br /> <br />She reviewed the 2002 original appropriation for the Inline Skating Rink was $200,700 <br />have been increased by $161,202 for a total of $361,902. She noted the revenues from the <br />state lottery have increased this year as a result of the new power ball game. <br /> <br />COUNCIL COMMENTS <br /> <br />Keany asked if the projects listed were included in the 2002 budget. Laus confirmed the <br />all items listed were apart of the 2002 budget. <br /> <br />Sisk noted the funds allocated for new trees and for the arboretum were not used due to <br />the drought conditions. He asked it those funds would be replenished in the 2003 budget. <br />Laus stated that, in anticipation of the continued drought conditions, no money was <br />allocated for trees or the arboretum in 2003. <br /> <br />MOTION: Sisk moved that Council approve Resolution No. 45, Series 2002, seconded <br />by Mayer. Roll call vote was taken. The motion passed by a vote of 7-0. <br /> <br />APPROVAL OF CONTRACT FOR CONSTRUCTION OF AN INLINE RINK <br /> <br />Davidson called for Staff presentation. <br /> <br />Recreation and Senior Services Director Keith Williams reviewed the history of inline <br />skating, the site concept plan and a timeline to complete the in-line skating rink. The site <br />for the rink is the 14.9-acre parcel purchased by the City for public facilities, including <br />the new police station. Williams explained individuals using the facility would park at <br />the Recreation/Senior Center lot and walk to the inline rink. The rink will be located 16 <br />feet below the tennis court, would have overhead lighting, and be ADA compliant. He <br />introduced the contractor, Axel Bishop, of Environmental Concerns, Inc. (ECI). <br /> <br />COUNCIL COMMENTS <br /> <br />Sisk asked Williams to explain the bidding process, in which Environmental Concern, <br />Inc. (ECI) was chosen. <br /> <br />Williams stated due to the aggressive time schedule and the winter months, Staff <br />contacted a number of companies who perform this type of construction. There was only <br />one construction firm, with the expertise in this type of project, available and able to <br />complete the work according to the timeline proposed. <br /> <br />6 <br /> <br /> <br />
