Open Space Advisory Board <br />Minutes <br />November 13, 2013 <br />Page 2 of 4 <br />Augusta Lane, and East of Community Park. Debris, organic matter, old <br />trail fabric, crusher fines and river cobble were all removed from the trail <br />right of way. <br />o There were 84 volunteers. <br />o There was sufficient interest, and Staff is considering coordinate a <br />second volunteer session in the spring. <br />• Reseeding will begin at Davidson Mesa on the one acre pilot project area. <br />The contractor will be reseeding with natives. <br />• Staff is continuing to work with FEMA on trail documentation and <br />assessments. Staff will also be working with FEMA to identify trail and <br />stream bank mitigation areas. <br />VI. Board Update <br />• Linda: Linda wanted to report to the Board about the COSA conference <br />she attended. <br />D She attended a presentation on water rights and the prior <br />appropriation system. <br />cShe also attended an oil, gas and mineral presentation. <br />• Tom: Electric bikes will be allowed on Boulder's trails. He has suggested <br />that OSAB wait to decide on the matter until we can learn from Boulder's <br />experiences. <br />• The PAC-12 Cross Country event was held on the golf course in October. <br />• Tom reports that he had 42 volunteers working for 3 hours with him on <br />one of the 3 sections during the Coal Creek volunteer event. <br />• Laura: There was a coyote at Coal Creek Elementary. Laura thought that <br />this would be a good opportunity for education. <br />VII. Public Comments on Items Not on the Agenda <br />• Bruce Kirschner, 1366 Caledonia Circle. <br />D Mr. Kirschner is an avid user of open space and frequently runs <br />area trails. He stated that he has frequently had the experience of <br />being confronted by off leash dogs, and there have been times <br />where the owner was nowhere in sight. He has suggested signage <br />that would make clear that dogs are to be leashed. <br />He also mentioned that when people walk by on trails adjacent to <br />private properties, there are often dogs that start barking along <br />those fence lines. <br />• He pointed out that most of the dog owners are responsible, but <br />that it only takes one to have a negative experience. <br />VIII. Discussion & Recommendation: The Lanterns Parcel — Potential Land <br />Swa <br />p <br />• Scott Robinson, City of Louisville Planner: The City is reviewing a <br />proposal from RMCS related to The Lanterns Parcel. <br />3 <br />
