Discussion & Recommendation: Use of the Open Space and Parks <br />Conservation Trust Fund <br />• The Board is concerned about transparency, especially because there has <br />been a change in the budget line item that conflates parks and open <br />space expenses. <br />• Also, there were a number of non -acquisition related expenses from the <br />Fund — underpasses, in particular. <br />c While these expenses generally have enhanced our open space <br />and parks systems, the capital expenses have definitely grown to <br />become a larger part of the budget. <br />• Guidelines for the City Council: <br />o Concern about expenditure for construction related projects such <br />as underpasses and Parks & Open Space facility building. <br />o Clarify appropriate expenditures <br />D Separate line items for expenses (open space v. parks v. other <br />uses) from Conservation Trust Fund <br />D Consider how much should be kept in reserve <br />■ Floating baseline <br />c Develop language that commits priority for fund expenditures to <br />open space expenses <br />OSAB review for capital expenditures from Fund, include OSAB <br />review of capital improvement projects in the Charter or bylaws. <br />XI. Discussion Items for Next Meeting on Dec. 18, 2013 <br />• Reschedule for DECEMBER 18 because we would not have a quorum <br />on Dec. 11 <br />• Scott Belonger's presentation on Way Finding <br />• Discuss the proposed letter to City Council regarding the Conservation <br />Trust Fund <br />• Acquisition Plan — What is for sale? Easements? Options? How <br />proactive can we be? <br />XII. Adjourn — The meeting was adjourned at 9:54 pm. <br />5 <br />
