Planner I Robinson stated they could if they had a separate entry <br /> door for each business and a separate point of sale. <br /> Council member Jasiak asked if a dual premise license is still limited to the 2,000 <br /> square feet. Planner I Robinson confirmed they would be limited to 2,000 square feet. <br /> Council member Keany stated his understanding the clothing with logos, such as hats <br /> and shirts, cannot be sold by the marijuana establishment, but could be sold for the <br /> establishments by other businesses. City Attorney Light explained Option #2 of the <br /> Health Department's recommendation specifies no marijuana business shall sell, <br /> distribute or provide, or allow the sale, distribution or provision of, products marked with <br /> its name or logo. <br /> Council member Keany inquired whether the Local Licensing Authority would be <br /> requiring all liquor stores to have ID scanners. He felt it creates a double standard. <br /> Council member Jasiak stated her understanding that the scanners would be used to <br /> determine age in marijuana establishments. She asked if the intent is to scan everyone. <br /> Planner I Robinson stated the language in Option #3 states the business shall verify the <br /> proof of age of every person entering the business with an electronic ID scanner. <br /> City Attorney Light clarified Option #5, relative to promotions for free or discounted <br /> merchandise, for advertising purposes. The specific language in Amendment 64 states <br /> it is not unlawful for a person 21 years of age or older to transfer one ounce of <br /> marijuana or less to another person over 21 without remuneration. Option #5 regulates <br /> the licensee, its employees or agents, but not individual persons. <br /> PUBLIC COMMENTS <br /> Linda Spangler, 1744 Garfield Avenue, #103, Louisville, CO stated she is a marijuana <br /> consumer and patient and found the law to be unfair and hypocritical. She noted within <br /> the .8 square mile radius of Louisville there are 58 liquor licenses. She felt marijuana is <br /> safer than liquor and stated it has been proven in communities who have approved <br /> marijuana that the use among the youth population goes down. She felt the community <br /> is punishing marijuana users. She wanted to see Louisville and Colorado lead the way. <br /> She stated with all those who try marijuana, there is a 9% addiction rate, with alcohol <br /> there is a 13% addiction rate and with tobacco there is a 23% addiction rate. She <br /> stated marijuana is safer. <br /> Sharon Pauley, 524 Ridge View, Louisville, CO stated she is a licensed clinical social <br /> worker, who works at the Mental Health Center, serving Boulder and Broomfield <br /> Counties. In her work she has seen patients who have chronic mental illness and <br /> substance use problems. She stated there are individuals in the community who are <br /> susceptible to extraordinary problems when they use any kind of substance and <br />
