Special Meeting Minutes <br />City of Louisville City Council & <br />Town of Superior Board of Trustees <br />December 16, 2013 <br />Page 4 of 10 <br />Mayor Pro Tem Cirelli did not feel big empty box stores would help either community; it <br />would either be something productive or nothing. He noted both communities share the <br />same desire to maximize the sales tax revenue for this project. He stated there was no <br />question about living up to their responsibilities in the IGA. <br />Mayor Pro Tem Dalton asked why it was not included as part of the development plan <br />as required in the IGA. Mayor Andrew Muckle stated the proposed development is in <br />compliance with the IGA. <br />Mayor Pro Tem Dalton did not feel a hotel fits the description of a retail store. City <br />Manager Fleming stated, at the staff level, they do believe it complies with the IGA. <br />Mayor Robert Muckle stated the City receives a lodging tax on hotel rooms. Finance <br />Director Watson explained sales tax is collected on hotel rooms and a lodging tax is an <br />additional tax. <br />Mayor Pro Tem Cirelli explained the Town of Superior could not pass a lodging tax <br />because they are not a home rule city. <br />Mayor Andrew Muckle stated the Town of Superior feels comfortable the development <br />meets the requirements of the IGA. <br />Mayor Robert Muckle inquired about the total square footage for the proposed hotel. <br />Mayor Andrew Muckle stated 225,000 square feet is proposed. <br />Council member Lipton inquired what type of hotel is proposed for the site. Mayor <br />Andrew Muckle requested the developer bring in a St. Julian Hotel, noting he was very <br />pro- business and at this time they are not dictating a type of hotel. <br />Council member Lipton inquired if the hotel would have conference facilities and if so, <br />would the Town collect retail sales tax. Mayor Andrew Muckle stated it would depend <br />on whether the hotel wanted the Town to operate the conference space, but generally <br />hotels operate their own facilities. <br />Council member Lipton stated it would depend upon the hotel's business model. If the <br />hotel 225,000 square footage is considered toward retail sales, it would depend on the <br />amount of retail sales generated. He assumed there would be a restaurant or other <br />services, such as a spa. Mayor Andrew Muckle stated there is not a development <br />application before the Board. <br />Council member Stolzmann agreed there are certain components of hotel services that <br />pay a retail sales tax but commercial use was not written into the IGA, retail generated <br />sales tax was written into the IGA. <br />23 <br />
