Special Meeting Minutes
City of Louisville City Council &
Town of Superior Board of Trustees
December 16, 2013
Trustee Williams stated the most important decision for the Board is diligence toward
the developer and making sure the appropriate amount of retail sales generating tax is
contained in the plan.
Mayor Andrew Muckle stated Superior will be committed to keeping track of the square
footage for generating retail sales tax.
Council member Lipton felt there has been a good working relationship with the Town of
Superior. He found it strange that the City's letters and requests for information were
met with silence. Mayor Andrew Muckle stated the Town sends out referral letters to
many agencies, and is happy to receive their input, but they don't necessarily reply back
to them.
Council member Lipton stated a letter was sent to the Town requesting a response.
Mayor Pro Tem Cirelli stated there has been communication back and forth between the
City Managers.
Trustee Williams stated her assumption the staff responded to the letter.
City Manager Fleming was satisfied with the Town of Superior Manager's
responsiveness. He found Town Manager Magley to be very helpful and
accommodating. The two Mayors and Managers met some months ago and he was
personally satisfied, but without any written communication from Superior in follow up, it
was difficult to communicate whether Superior was addressing the Council's concerns.
That was the reason for continual communications. He felt the communities can
collaborate and be good neighbors.
Mayor Andrew Muckle stated the IGA provides 2,000 residential units could develop on
the property, but Superior has no interest in building houses. Mayor Pro Tem Cirelli
stated 160 acres could be developed for housing.
Council member Jasiak inquired about the hotel timeline, and whether it would come in
when Ranch Sports is built. Mayor Andrew Muckle confirmed the timeline for hotels is
when Ranch Sports comes. The developer believes Boulder is underdeveloped in
hotels and the Ice Center would generate weekend tournaments requiring hotel rooms.
Council member Stolzmann requested clarification of the 650 residential units. She
stated she was confused whether it could be residential, flex space or commercial area.
Assistant Town Manager Beth Moyski explained the majority of the 650 units are multi -
residential, they could be multi - level. In the cross - hatched area the first level must be
retail /commercial with the upper floors being multi - family residential. She explained the
solid yellow area must be residential.
26
