Special Meeting Minutes <br />City of Louisville City Council & <br />Town of Superior Board of Trustees <br />December 16, 2013 <br />Page 8 of 10 <br />Council member Jasiak asked for clarification on the term commercial tax generating. <br />Mayor Pro Tem Cirelli explained some commercial use could happen, but the Town <br />wants as much retail as possible and they want those businesses to be successful. <br />Council member Stolzmann addressed the proposed plan for 250,000 square feet of <br />parking. Mayor Andrew Muckle stated it is difficult to project, but their hope is for plazas <br />and restaurants. He would like to have the whole development built out, but it is <br />dependent upon the market. <br />Mayor Pro Tem Cirelli stated they received the first proposal for the infrastructure for <br />Main Street and the core area. The Ice Center will come in next. <br />Mayor Robert Muckle inquired whether there was a single property owner. Mayor Pro <br />Tem Cirelli confirmed there is a single property owner, who will sell lots and then the <br />development of each piece of property will have to be approved by the Board. <br />City Manager Fleming explained, with respect to the IGA, the key parcels are Ranch <br />Sports and the hotel, which could satisfy the 250,000 square foot requirement if retail <br />development. There is the additional 40,000 square feet of retail along McCaslin, for <br />restaurant and retail at the Town Center. <br />Mayor Pro Tem Cirelli stated some of the commercial office space will generate the <br />need for restaurants and retail. The residential is needed because Rock Creek and <br />original old town would not be enough to support a Town Center. Mayor Andrew <br />Muckle noted Superior has a lot of housing stock, single - family detached homes, but <br />they need to diversify their housing stock. <br />City Manager Fleming addressed the revenue structure and noted this development <br />would allow Superior to reduce their general fund support for their enterprise utility fund. <br />Mayor Andrew Muckle confirmed the utility district in the Rock Creek development <br />created a large amount of debt, which requires an annual one million dollar general fund <br />transfer each year to maintain reasonable utility rates. This development would pay off <br />all of the utility debt and allow the one million dollars to remain in their general fund and <br />would also help fund the Windy Gap Firming Project. <br />Council member Keany addressed the 40,000 square feet of sales tax generating <br />commercial in the Ranch Sports Shop and inquired whether it could be maintained for <br />the long term. He asked if the project contains a pro shop or a restaurant. Mayor <br />Andrew Muckle stated there is a restaurant, which would generate sales tax. <br />27 <br />
