He read Ordinances No. 1648, 1649, and 1650, Series 2013 and <br />Resolution No. 69, Series 2013. <br />Mayor Muckle opened the public hearing and requested a staff presentation. <br />Planner I Robinson reviewed Ordinance Nos. 1648, 1648 and 1650 and Resolution No. <br />69, Series 2013. <br />• Ordinance No. 1648, Series 2013 loosens the moratorium to allow the existing <br />stores, and only the existing stores, to convert to either retail marijuana stores or <br />dual licensed premises. It also includes a section prohibiting either of the <br />existing businesses from changing locations until at least 2015. <br />• Ordinances No. 1649 and No.1650, Series 2013, implements the regulatory <br />scheme and licensing requirements and includes a land use requirement, which <br />follows the regulations of Medical Marijuana. <br />• Resolution No.69, Series 2013 sets the fees for retail marijuana establishments <br />in the City of Louisville. <br />Included for Council consideration were five options submitted by the Boulder County <br />Health Department intended to deter the use of marijuana products by the youth <br />population. Those options are as follows: <br />Option #1 would reduce how late stores may be open, from midnight to 7 pm, <br />matching the allowed operating hours in both the City of Boulder and Boulder <br />County. <br />Option #2 would prohibit stores from selling any merchandise such as shirts with <br />the store's name and logo. Marijuana and marijuana products would still be <br />allowed to have the name and logo on packaging. <br />Option #3 would require stores to use an electronic ID scanner to verify the age <br />of all customers. Boulder County Health estimates electronic ID scanners would <br />cost around $1,000. <br />Option #4 would prohibit stores from giving away free marijuana or marijuana <br />products for promotional purposes. <br />Option #5 would prohibit stores from giving out coupons for discounts on <br />marijuana or marijuana products <br />Planner Robinson stated that tf the City Council desired to expressly extend the retail <br />moratorium to marijuana businesses not specifically contemplated in Amendment 64, <br />staff proposed second reading amendments to Ordinance No. 1648, Series 2013 to <br />address such uses.
