City Council <br />Meeting Minutes <br />December 17, 2013 <br />Page 17 of 24 <br />Council member Jasiak stated the golf course is a community asset and outside of golf, <br />there may be opportunities through the reconstruction, to involve other public activities <br />such as cross - country skiing, snow shoeing, hay rides and an upscale restaurant. <br />Mayor Pro Tem Dalton stated his understanding at the January meeting there will be a <br />marketing and staffing plan. He expressed his interest in knowing the timelines. Parks <br />and Recreation Director Stevens explained a lot of pieces must fall in place or he may <br />not have all the answers by January 21st. There will be some benchmarks, goals, <br />objectives and a timeline. They are currently working on a cost analysis, which entails <br />no revenues from the golf course for 2014. The golf course will be an enterprise fund <br />and the revenue generated has to cover the operating expenses. The other model is to <br />have sufficient resources for on -going capital improvements to maintain the golf course. <br />He has enlisted the aid of the recreation staff and the Golf Course Advisory Board to <br />come up with ideas on what can be used for resources to develop some other uses for <br />the golf course. <br />Council member Stolzmann thanked the member of the Golf Course Advisory Board for <br />their time and continued work on the reconstruction of the golf course. <br />PUBLIC COMMENTS <br />Ken Gambon, 607 Augusta Drive, Louisville, CO, Chairperson for the Golf Course <br />Advisory Board thanked Council for their comments. He explained this is a huge project <br />and the Golf Course Advisory Board will assist the Parks and Recreation Director <br />wherever they can. They will attend all the meetings and participate in all the <br />discussions. They are interested in getting a true maintenance plan. On behalf of the <br />Golf Course Advisory Board, he thanked Council for their support. <br />RESOLUTION No. 70, SERIES 2013 - A RESOLUTION AMENDING THE 2013 <br />BUDGET BY AMENDING APPROPRIATIONS IN THE WATER UTILITY FUND AND <br />FLEET MANAGEMENT FUND FOR ADDITIONAL EXPENDITURES WITHIN SUCH <br />FUNDS AND ADJUSTING BUDGETED REVENUE IN THE WATER UTILITY FUND — <br />Public Hearing <br />Mayor Muckle opened the public hearing and requested a staff presentation. <br />Finance Director Watson explained Resolution No. 70, Series 2013 proposes <br />amendments to the City of Louisville's 2013 Operating & Capital Budget for two funds <br />that will exceed their annual appropriation by year end. The City's legal level of <br />budgetary control is at the fund level. At year end, total fund expenditures should not <br />exceed total fund appropriations (budget).
