Mayor Muckle and Mayor Pro <br />Tenn Dalton accepted the friendly amendments. <br />VOTE: Roll call vote was taken. The motion passed by a vote of 7 -0. <br />RESOLUTION No 69, SERIES 2013 — A RESOLUTION SETTING FEES FOR RETAIL <br />MARIJUANA ESTABLISHMENTS IN THE CITY OF LOUISVILLE <br />MOTION: Mayor Muckle moved to approve Resolution No. 69, Series 2013, seconded <br />by Council member Keany. Roll call vote was taken. The motion passed by a vote of <br />7 -0. <br />RECESS: Mayor Muckle called for a recess at 9:15 p.m. The meeting reconvened at <br />9:30 p.m. <br />DISCUSSION — GOLF COURSE UPDATE <br />Mayor Muckle requested a staff presentation. <br />Parks and Recreation Director Stevens explained the Council packet contained an <br />outline of the process, which will be followed to communicate with the City Council, the <br />Golf Course Advisory Committee and the public. Staff continues to work with <br />Landscapes Unlimited on a pre- construction and design /development services <br />agreement, which will lead to the construction phase sometime in February. He <br />stressed there is lot of work to be done including: prioritizing elements, coordinating with <br />FEMA, Corp of Engineers and stream channel reconstruction or mitigation. Projects will <br />be prioritized and the budget, capital projects, and the Golf Course Improvement Plan <br />will be reviewed. <br />COUNCIL COMMENTS <br />Mayor Muckle requested a business plan for the City to operate the golf course. Parks <br />and Recreation Director Stevens explained the second phase of the recovery and <br />reconstruction of the Coal Creek Golf Course Reconstruction is the termination and <br />transfer of resources from Western Golf Association to the City of Louisville. The third <br />phase will be to develop a budget, a staffing plan and a marketing plan to open the golf <br />course in the spring of 2015. He explained the revenues and expenditure projections <br />will be analyzed and decisions will be made on what will be in -house operations and <br />what will be contracted out. <br />City Manager Fleming committed to providing an outline of the business plan for the <br />January study session. <br />45 <br />
