Special Meeting Minutes
City of Louisville City Council &
Town of Superior Board of Trustees
December 16, 2013
City Manager Fleming explained key parcels in the plan are Ranch Sports and the hotel
site, and the additional 40,000 square feet of retail along McCaslin, for restaurant and
retail at the Town Center.
Mayor Pro Tern Cirelli stated some of the commercial office space will generate the
need for restaurants and retail. The residential is needed because Rock Creek and
original old town would not be enough to support a Town Center. Mayor Andrew
Muckle noted Superior has a lot of housing stock, single-family detached homes, but
they need to diversify their housing stock.
City Manager Fleming addressed the revenue structure and noted this development
would allow Superior to reduce their general fund support for their enterprise utility fund.
Mayor Andrew Muckle confirmed the utility district in the Rock Creek development
created a large amount of debt, which requires an annual one million dollar general fund
transfer each year to maintain reasonable utility rates. This development would pay off
all of the utility debt and allow the one million dollars to remain in their general fund and
would also help fund the Windy Gap Firming Project.
Council member Keany addressed the Ranch Sports Project and inquired whether it
could be maintained for the long term. He asked if the project contains a pro shop or a
restaurant. Mayor Andrew Muckle stated there is a restaurant, which would generate
sales tax. Planning Director Russ stated the details in the plan are for flex space, with
labels for a pro shop and coffee shop. He noted it would be helpful to know how the
retail is documented.
Town Attorney Carberry stopped the conversation and stated the Town Board will begin
a public hearing at 7:00 p.m. with discussion on Ranch Sports. She stated it would not
be fair to the applicant to go into any details. Council member Keany stated the City
would find comfort in knowing the details when they are available.
Council member Lipton discussed development and redevelopment and inquired
whether there was any opportunity to revisit the IGA. Mayor Pro Tern Cirelli explained
their position is that the IGA does not encumber redevelopment. Town Attorney
Carberry confirmed their position the IGA does not encumber redevelopment.
Council member Stolzmann noted the original IGA required all retail and was amended
to allow residential. Mayor Andrew Muckle stated the Town's interest is completely
aligned with the interests of Louisville. He stated the communication perhaps wasn't
the best, but the Town of Superior's interests are in compliance with the IGA. He noted
the market will dictate the development.
C.
