However, as the owner does not have <br />plans to develop the property, statt has aqreed to deter utility <br />connections until November 1, 2001 or until the use of the <br />property chanqes, whichever would occur tirst. <br /> <br />An annexation aqreement will be executed between the City and the <br />applicant which will cover the timinq ot utility connections, <br />riqht-ot-way dedication., public u.e land dedication as well as <br />allowinq the replacement ot the mobile home as a use by riqht. <br /> <br />The requ.sted zone de.iqnation, in conjunction with .pecific <br />authorization tor the manutactur.d (mobile) home,is the most <br />restrictive desiqnation which would allow the existinq u..s to be <br />maintained a. contorminq u.... <br /> <br />statt Recomm.ndation: <br /> <br />Statt recommends approval ot the annexation and zoninq tor the <br />tOllowinq rea.ons: <br /> <br />1. The proposed ann.xation is consistent with qoals and objec- <br />tives within both the Community Develop.ent and Housing ele.ents <br />ot the Co.prehensive Plan which encourage the annexation of <br />enclaves while insurinq that growth can be accommodated within <br />the capacity .&. existinq and planned capital improvements. <br /> <br />Planning Commission Action: <br /> <br />Resolution No.2, Series 1992, declares approval by the Planning <br />Commission and recommends same to City Council.
