<br />RESOLUTION NO. 14, SERIES 1996 - SUPPORTING SENATOR PAUL WEISSMANN'S <br />PROPOSED SENATE BILL NO. 96-014 - CONCERNING THE AUTHORITY OF <br />MUNICIPALITIES TO ENACT TAXES RELATING TO THE USE OF CERTAIN <br />FACILITIES <br /> <br />Bill Simmons, City Administrator, stated this resolution would allow statutory municipalities to enact, <br />subject to voter approval, a 2% tax on lodging, which would be in addition to any other sales tax that <br />is currently allowed by the state. Today, Councilmember Mayer and Jack Skillman, President of the <br />Louisville Chamber of Commerce, Simmons, and others presented testimony to the Senate Finance <br />Committee. <br /> <br />Mayer spoke of the many people who gave testimony. The tax would help offset extra police <br />seIVices, road services, etc. and allow the City to restructure some of their own taxes. The bill was <br />put to a vote, which was 3 - 3. He felt there was a less than 50-50 chance that this would pass. He <br />suggested Council contact the Hotel Lobby to see if this was worth their opposition. He encouraged <br />Council to contact any Republican Senators to solicit their support. <br /> <br />Howard moved that Council approve Resolution No. 14, Series 1996, supporting Senate Bill No. 96- <br />014, allowing Statutory cities to enact a Lodger's Tax. Seconded by Mayer. All in favor with Sisk <br />and Lathrop being absent. <br /> <br />Davidson suggested an appropriate letter, signed by the Mayor, written by City staff, along with this <br />Resolution and send it off to the appropriate State Senators. <br /> <br />Howard suggested that other aligned Statutory cities be contacted to write letters, including <br />Loveland. <br /> <br />APPROVAL OF APPOINTMENTS TO CITY OF LOUISVILLE BOARDS AND <br />COMMISSIONS <br /> <br />Davidson and City Council nominated, voted on, and approved the following appointments: <br /> <br />Arts & Humanities Council - four year terms - Jeffrey Edge, Valerie Ohman, and Julie <br />Caswell. For completing the three year term ending in January 1998 - Heidi Lahr. <br /> <br />Resource Conservation Advisory Board - four year term - Bonnie Lucara <br /> <br />Tree Board - two year terms - Joseph Donnegan and Jerald Warren <br /> <br />Mayer asked Council to create an ordinance to add an associate member of the Tree Board due to <br />the additional work involved. He suggested Nanette Edwards, a professional horticulturist, as an <br />associate member. <br /> <br />6 <br />
