City Council <br /> Meeting Minutes <br /> January 21, 2014 <br /> Page 10 of 30 <br /> City Attorney Light introduced Ordinance No. 1652, Series 2013 and Ordinance No. <br /> 1654, Series 2014 and explained both ordinances are before the City Council for <br /> second reading and public hearing. <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br /> Planning Director Russ explained the International Building Code and associated <br /> documents are updated every three years by the International Code Council (ICC). <br /> Previously, the City adopted a family of construction codes in 2003 and 2009, but <br /> skipped the 2006 code. The City currently uses an amended 2009 International Building <br /> Code and associated documents to regulate construction in the City. The history of <br /> adoption concerns life safety and balancing life safety within the Community Rating <br /> System. Beginning in July of 2013, staff began work on an ordinance amending the <br /> ordinance adopting the family of 2012 International Building Codes, which was <br /> presented at a number of public meetings including the City's Building Code Board of <br /> Appeals (BCBOA). <br /> The Community Rating System (CRS) is an overall summary of risk for homeowners <br /> residing in Louisville. The overall CRS score is an important contributor to general <br /> insurance rates in Louisville. The CRS scoring system and associated discounts are <br /> presented below. Louisville is currently classified as an 8 in terms of allowing a 10% <br /> discount to Louisville homeowners. The rate can be improved by working with FEMA <br /> on flood related issues. He stressed the importance of staying up to date on the Building <br /> Codes. Specific changes between Louisville's adopted 2009 Building Codes and the <br /> recommended amendments to the 2012 Building Codes include: <br /> 1. Changing the frost depth from 30" to 36". <br /> 2. Requiring fireplaces meet current C.R.S. Title 25 Article 7 Colorado Department of <br /> Public Health and Environment Air Quality Control Commission Regulation. <br /> 3. Amending the LMC fire access lane standards and establishing Appendix D, Fire <br /> Apparatus Access Roads, in the 2012 International Fire Code, as the standard for <br /> fire lane access design. This change will also establish protocols in which the City <br /> and Louisville Fire District, Police Department and Public Works Department can <br /> mutually agree to a waiver in fire access lane design based on an approved <br /> engineered solution. <br /> 4. Fire Sprinklers —two options are presented to City Council for consideration: <br /> a. City Staff and Louisville Fire District recommendation: Adopt the 2012 <br /> sprinkler requirement in the International Residential Code with no <br /> amendments. This action would require fire sprinklers in all new <br /> residential construction, including, townhouses, duplexes and all single <br />
