City Council
Meeting Minutes
January 21, 2014
Council member Keany concurred and stressed the importance of well designed, easy
to read mailers to communicate to the public similar to a marketing piece.
Council member Stolzmann requested more upfront work to clearly define the possible
outcomes for those affected by the small area plan. She voiced her concern the same
process is being proposed as was used in the Comprehensive Plan.
Mayor Muckle agreed and felt each phase should come back before the City Council.
He voiced his preference for the outreach process to have the most citizen involvement
and agreed the four-day process is very intensive for the average citizen. He suggested
some thought be given to make the process easier for residents.
Council member Jasiak stated her understanding there was a lot of intense creativity
during the Charette for the Comprehensive Plan. She wanted to reinforce the same
creativity for the small area plans.
Summary of Council comments and requests: The Council wants to be updated
throughout the process; maximize citizen involvement; marketing mailers to be less
government looking; identify the stakeholders; additional research on what the process
would produce, such as a clear objective statement from each phase; and what the
product will look like at the end of each phase and a clear understanding what the
neighborhoods and stakeholders are looking for.
BUILDING CODE UPDATE
ORDINANCE No. 1652 SERIES 2013 — AN ORDINANCE ADOPTING BY
REFERENCE THE 2012 EDITIONS OF THE INTERNATIONAL BUILDING CODE,
INTERNATIONAL RESIDENTIAL CODE, INTERNATIONAL MECHANICAL CODE,
INTERNATIONAL FUEL GAS CODE, INTERNATIONAL ENERGY CONSERVATION
CODE, INTERNATIONAL FIRE CODE, AND INTERNATIONAL PLUMBING CODE
AND THE 2011 EDITION OF THE NATIONAL ELECTRICAL CODE ADOPTED BY
THE STATE; ENACTING CERTAIN AMENDMENTS TO THE FOREGOING
INTERNATIONAL CODES; AMENDING, REPEALING AND REENACTING CERTAIN
SECTIONS OF TITLE 15 OF THE LOUISVILLE MUNICIPAL CODE IN CONNECTION
WITH THE ADOPTION OF THE FOREGOING INTERNATIONAL CODES; AND
ESTABLISHING PENALTIES FOR VIOLATIONS OF SUCH CODES —2"d Reading —
Public Hearing Continued from January 7, 2014
ORDINANCE No. 1654, SERIES 2014 - AN ORDINANCE AMENDING SECTIONS
13.12.030 AND 13.12.040 OF THE LOUISVILLE MUNICIPAL CODE REGARDING
TAP FEES CHARGED IN CONNECTION WITH AUTOMATIC FIRE-CONTROL
SYSTEMS IN NEW SINGLE-FAMILY DWELLINGS, AND COMMERCIAL FIRE LINES
—2"d Reading, Public Hearing
Mayor Muckle requested a City Attorney introduction.
