City Council <br /> Meeting Minutes <br /> January 21, 2014 <br /> Page 17 of 30 <br /> Mayor Muckle voiced his belief in secondary access to properties and asked Chief <br /> Goodman for his professional opinion. Chief Goodman stated secondary access is <br /> important. He noted emergencies can happen in developments and should have a <br /> secondary access. <br /> Council member Loo asked Chief Goodman if the proposed legislation is better, worse <br /> or the same. Chief Goodman thought it was better. <br /> Planning Director Russ addressed secondary access in the Louisville Municipal Code <br /> and noted a requirement for 300 feet is the maximum length for a cul-de-sac serving <br /> multi-family developments and 500 feet for a cul-de-sac serving single family <br /> developments. The Fire Code stipulates any cul-de-sac under 750 feet specifically <br /> needs turnarounds and over 750 feet requires special approval for a secondary access. <br /> The Louisville Municipal Code on roadway standards requires 600 feet as the maximum <br /> length of a cul-de-sac. He noted there are three competing codes. The proposed <br /> ordinance requires Appendix D unless there is an alternative. Staff recommended using <br /> Chapter 16 for the roadway standards, which is 600 feet. The Fire Code also defines <br /> densities and whether secondary access is required. For multi-family where sprinkling <br /> is required, projects up to 200 units would be allowed a single access. For single-family <br /> where there are more than 30 single family dwelling units, secondary access is <br /> required. The Fire Code addresses length and density. <br /> Mayor Muckle stated his understanding the ordinance modifies Chapter 15. <br /> PUBLIC COMMENTS <br /> Mayor Muckle reminded the public comments would be received on Ordinance No. <br /> 1652, the adoption of the International Building Code and to limit their comments to <br /> three minutes. <br /> Joel Hayes, 187 Harper Street, Louisville, CO voiced his concern over the process <br /> which did not allow Council to vote with seeing the stricken language and the added <br /> language. He urged Council to look at what is being deleted and what is being <br /> changed. He opposed a code which would lessen fire code protection, increase <br /> development density, decrease secondary access and fire lane access. He supported <br /> keeping the provision if there is a conflict with the International Fire Code and the <br /> Louisville Municipal Code the more restrictive provision should control. He voiced his <br /> belief the Louisville Municipal Code and the Fire Code should be standards and not <br /> guidelines and only the City Council could make revisions. He disagreed with the <br /> statement new development will come from increased density in redevelopment, which <br /> will cause more safety issues. <br /> John Shaw, 199 Harper Street, Louisville, CO was in favor of a Code, which did not <br /> have conflicting, overlapping and confusing rules.
