City Council <br /> Meeting Minutes <br /> January 21, 2014 <br /> Page 19 of 30 <br /> Mayor Muckle suggested the City Council give staff direction on the fire sprinkling issue <br /> and continue the public hearings on both ordinances. <br /> Mayor Pro Tern Dalton concurred and suggested he would support the ordinance if <br /> Under Section 15.12.90 B, Criteria Items 3, 4 and 5 were removed <br /> Council member Jasiak supported bringing back the ordinances with the red-line <br /> changes. She supported voting on the sprinkling portion and continuing the ordinances. <br /> She thanked the public for their input. <br /> Council member Stolzmann supported comparing both versions of the Code now and <br /> making a decision this evening. <br /> Council member Keany supported Mayor Muckle's suggestion and stated he would like <br /> to see a red-line copy of the ordinance. He noted this ordinance is not about growth, it <br /> is about changing the Code. <br /> Council member Lipton agreed there is a lot of confusion with the ordinance. The Fire <br /> Code is not in response to growth. He stated it is unfortunate there is concern over the <br /> adoption of the Code. He supported Mayor Muckle's suggestion. <br /> Mayor Muckle stated it is the City Council and the City staff's goal to make Louisville a <br /> safe City. <br /> Council member Jasiak voiced her appreciation for the public who appeared this <br /> evening and her appreciation for the City Planning staff. She looked forward to seeing <br /> the red-line copy of the ordinance. <br /> Council member Stolzmann stated she specifically requested the separation of <br /> water costs from the infrastructure costs and noted it was not addressed in the staff <br /> report. She stated the Public Works Director assured her it was only for single family <br /> dwellings and requested clarification it was only for single family dwellings. She <br /> requested an article from the American Water Works Association be provided to the <br /> Council, which addressed the incremental costs of water to residential units, with <br /> respect to infrastructure costs. She was interested in knowing whether the calculations <br /> push the sprinklers out to a bigger tap size and whether it is affected by the number of <br /> fixtures added. She was uncomfortable about leaving that decision up to the Public <br /> Works Director. She had assumed the Fire Department established turning radii, but <br /> since they do not, she felt it would be more appropriate for the Fire Department to do <br /> so. She requested information on why Appendix D did not apply to the City. She <br /> requested more information on which of the fire lanes are less or more restrictive than <br /> Appendix D. <br /> Council member Loo stated she was prepared to vote. She explained her husband and <br /> brother are in public safety and she supported sprinklers in multi-family residents, <br />
