City Council Meeting Minutes January 21, 2014 Page 6 of 30 Planning Director Russ explained staff is seeking discussion / direction from City Council regarding the project approach and public outreach / notice procedures to be used during the upcoming South Boulder Road Small Area Plan and the McCaslin Boulevard Small Area Plan. The Planning and Building Safety Team is proposing to follow the five phase project approach and public involvement strategy used during the City's Comprehensive Plan, but with a more robust outreach/notice effort. The project approach is to follow the Comprehensive Plan process, which is a city-wide legislative process. The Outreach for the Small Area Plan will be far more extensive because quasi-judicial issues related to specific properties rights. Staff proposes the South Boulder Road Small Area Plan public kick-off meetings be initiated in April of this year. Staff originally scheduled the public kick-off for February of this year. However, recent employee moves have left the Planning and Building Safety Department shorthanded. It is anticipated a new staff member will join the City by late March, or April. Phase 1 - Desire: Due Diligence and Goal Setting. The Desire Phase has actually started with 25 stakeholder interviews to date and will continue through April with the public kick-off meeting. 1) Stakeholders are property owners, businesses owners, neighborhood representatives, citizen groups, and representatives from the development community. 2) Additionally, public interviews will be conducted under the Project Kick-off Meeting. The kick-off meeting will introduce the planning process and include facilitation exercises to gather public ideas and input related to the specific concerns and issues, which need to be addressed as part of the study. Phase 2 - Discovery: Corridor Analysis: The second phase continues data gathering efforts initiated in Phase 1. Discovery is the process which provides more focus on the data collection. It looks at traffic, zoning, massing and investigating all that was discovered in the Desire stage Phase 3 — Design: Development of Alternatives: Much like the Comprehensive Plan, there will be a multi-day Charette, which is the most open way to discuss design alternatives. The design workshop will be an intensive four-day planning and design session open to the public. The four-day workshop will create the project alternatives for consideration. Phase 4 - Discussion: Selection of Preferred Alternative: Issues not resolved during the Design Workshop are then explored and analyzed for further public discussion.
