City Council <br /> Meeting Minutes <br /> January 21, 2014 <br /> Page 6 of 30 <br /> Planning Director Russ explained staff is seeking discussion / direction from City <br /> Council regarding the project approach and public outreach / notice procedures to be <br /> used during the upcoming South Boulder Road Small Area Plan and the McCaslin <br /> Boulevard Small Area Plan. <br /> The Planning and Building Safety Team is proposing to follow the five phase project <br /> approach and public involvement strategy used during the City's Comprehensive Plan, <br /> but with a more robust outreach/notice effort. The project approach is to follow the <br /> Comprehensive Plan process, which is a city-wide legislative process. The Outreach <br /> for the Small Area Plan will be far more extensive because quasi-judicial issues related <br /> to specific properties rights. <br /> Staff proposes the South Boulder Road Small Area Plan public kick-off meetings be <br /> initiated in April of this year. Staff originally scheduled the public kick-off for February of <br /> this year. However, recent employee moves have left the Planning and Building Safety <br /> Department shorthanded. It is anticipated a new staff member will join the City by late <br /> March, or April. <br /> Phase 1 - Desire: Due Diligence and Goal Setting. The Desire Phase has actually <br /> started with 25 stakeholder interviews to date and will continue through April with the <br /> public kick-off meeting. <br /> 1) Stakeholders are property owners, businesses owners, neighborhood <br /> representatives, citizen groups, and representatives from the development <br /> community. <br /> 2) Additionally, public interviews will be conducted under the Project Kick-off <br /> Meeting. The kick-off meeting will introduce the planning process and <br /> include facilitation exercises to gather public ideas and input related to the <br /> specific concerns and issues, which need to be addressed as part of the study. <br /> Phase 2 - Discovery: Corridor Analysis: The second phase continues data gathering <br /> efforts initiated in Phase 1. Discovery is the process which provides more focus on the <br /> data collection. It looks at traffic, zoning, massing and investigating all that was <br /> discovered in the Desire stage <br /> Phase 3 — Design: Development of Alternatives: Much like the Comprehensive Plan, <br /> there will be a multi-day Charette, which is the most open way to discuss design <br /> alternatives. The design workshop will be an intensive four-day planning and design <br /> session open to the public. The four-day workshop will create the project alternatives <br /> for consideration. <br /> Phase 4 - Discussion: Selection of Preferred Alternative: Issues not resolved during the <br /> Design Workshop are then explored and analyzed for further public discussion. <br />
