The results and testing of the alternatives are presented <br /> and discussed with the community in a public forum. The recommended alternative is <br /> forwarded to the Louisville Planning Commission and City Council for consideration and <br /> adoption through publically noticed hearings. <br /> Phase 5 - Documentation: Zoning Document: Staff takes the conclusions and <br /> recommended solution from the adopted Small Area Plan and translates them into <br /> formal zoning changes to the Louisville Municipal Code. This is much like the Small <br /> Area Plan conducted for the Highway 42 Framework Plan, which was then translated to <br /> Chapter 17.14 to introduce mixed-use guidelines. <br /> Public Outreach / Notice: The Small Area Plans are regulatory documents for specific <br /> properties and as such they require a much more robust public outreach/notice effort. <br /> Staff proposes following techniques to ensure the most robust public outreach possible, <br /> such as the City's Web Site for notices, links to the Project Web Site, using MindMixer <br /> Web Site, the Planning Department's Public Page, which will have all the information <br /> and notices. The MindMixer Web site (Project Web Site) has 160 people currently <br /> signed up. Those 160 people will receive email notices of meetings. The Mailings <br /> Outreach will be through City Newsletters, three direct mailings to properties within the <br /> small area plan; direct emails and phone call lists. <br /> In summary of the schedule: The stakeholders interviews will continue; the Project <br /> Kick-off will be in April; Phase 2 will begin in April and May; the Public Workshops will <br /> be in early June and Phase 4 will be through August, with presentations made before <br /> the Planning Commission and the City Council for adoption of the small area plan. <br /> Between August and November, the small area plan will be codified. <br /> Staff is recommending following the same schedule for the McCaslin Boulevard Small <br /> Area Plan to be initiated in August, which will be a nine-month process. Staff requested <br /> discussion / direction from City Council related to the proposed project approach and <br /> public outreach / notice efforts identified. <br /> PUBLIC COMMENTS <br /> Charles Donnelly, 2366 Senator Court, Louisville, CO stated the direction Louisville is <br /> growing is toward urban development. He stated the majority of people don't like the <br /> development coming to Louisville. He questioned whether the Planning Commission <br /> and the City Council have thought through the impact development has on local <br /> schools. He addressed a letter to Council from the Louisville Fire Marshall, who <br /> expressed concern with the Steel Ranch development. He asked if the Planning <br /> Commission and City Council are actually getting information about the impacts of <br /> development. <br />
