City Council <br /> Meeting Minutes <br /> February 4, 2014 <br /> Page 14 of 28 <br /> Mayor Muckle requested a City Attorney introduction. <br /> City Attorney Light introduced Ordinance No. 1656, Series 2014, the Amendment to the <br /> Takoda General Development Plan. Ordinance No. 1657, Series 2014 authorizes the <br /> land swap and Resolution No. 5, Series 2014, which approves a preliminary subdivision <br /> plat and preliminary planned unit development. He noted all three items relate to the <br /> Lanterns Development. He explained any member of the public can comment on any of <br /> the three items during the public hearing process. <br /> Mayor Muckle reopened the public hearing and requested a staff presentation. <br /> Planner II Robinson explained the request is for a Preliminary Plat, Preliminary PUD, <br /> General Development Plan (GDP) Amendment and a land swap for a development plan <br /> consisting of 24 duplex units. This proposal is to develop the west portion of the <br /> Summit View office park between Kaylix and Hecla Drive. The proposal is for 24 duplex <br /> units on either side of Summit View. This request includes an amendment to the <br /> Takoda General Development Plan to allow the 24 units and a land swap to better align <br /> the lots and provide land to the City for the realignment of a trail connection. Both the <br /> City staff and the Open Space Advisory Board agree the land swap would provide a <br /> better alignment for the trail. <br /> Since the January 21st City Council meeting the Boulder Valley School District has <br /> provided enrollment data for Louisville Elementary School, including a graph on <br /> enrollment from 2001 to 2013. The applicant has also provided an estimated fiscal <br /> impact based on an alternative development of the property with 43,000 square feet of <br /> office space. Based on the fiscal model, the office development would be neutral, <br /> similar to the residential proposal. <br /> Staff included in the packet more of the referral feedback from other City departments <br /> and external agencies. Comments received on February 4th included those from Fire <br /> Marshall Chris Mestas regarding concern about fire hydrant locations from the Louisville <br /> Fire Protection District. <br /> APPLICANT PRESENTATION <br /> Justin McClure, RMCS, Inc, 950 Spruce Street, Suite #2A, Louisville, CO stated he <br /> resides in Louisville at 105 Cherrywood Lane. He introduced his business partner <br /> David Waldner and Mr. Steve Erickson, who is the applicant and developer, <br /> representing Boulder Creek Lanterns, LLC. He would note some key points of the <br /> project and then be available to respond to Council questions. <br /> Justin McClure stated the project received unanimous approval from the Planning <br /> Commission and the Louisville Open Space Advisory Board. There were approximately <br /> seventeen letters of support and noted people in the audience support the project. <br />
