He <br /> explained the grade difference impacts the trail alignment. The trees are threatened by <br /> the piping of the ditch, which is the decision of the ditch company and not the City. <br /> Mayor Muckle inquired about the Summit View General Development Plan, which <br /> allows commercial and residential. Planner II Robinson stated the North Louisville <br /> General Development Plan allows commercial development on the eastern portion and <br /> residential on the western portion. <br /> Mayor Muckle asked if the General Development Plan allows 25 residential units in the <br /> western portion of Summit View, why is there a request for rezoning. Planner II <br /> Robinson explained the request to amend the Louisville North General Development <br /> Plan was for the Parcel H portion. Otherwise some of the units would be shifted from <br /> Parcel J to Parcel H, which currently does not allow residential development. <br /> Mayor Muckle voiced concern the commercial land to the south may not be viable. <br /> Planner II Robinson explained a good urban design practice is to change the zoning on <br /> the back of the property instead of the front. Putting Kaylix Avenue through will make <br /> both parcels more viable. <br /> Planning Director Russ explained the traditional urban design is to change the design <br /> on the back end of the property and not on the street face. The logic for this was to <br /> have Kaylix Avenue as the dividing line. The key component in the Comprehensive <br /> Plan was for development to be at least 450 feet away from Highway 42. He stated <br /> there are concerns with the Lathrop property and the design for the front of this property <br /> to be an urban corridor and the back to be an urban neighborhood. <br /> Council member Stolzmann stated the packet information indicated the applicant is <br /> proposing to pipe the ditch. Justin McClure stated the developer recognized the ditch <br /> company's desire to pipe the ditch for safety reasons. <br /> Council member Stolzmann addressed the Comprehensive Plan and how it stipulates <br /> the neighborhoods should be walkable and she envisioned some retail/ commercial <br /> opposed to large office buildings. She did not feel the proposal was consistent with the <br /> Comprehensive Plan and was concerned over the over enrollment in the schools. <br /> Council member Jasiak stated she is struggling with a decision on this development. <br /> She was not concerned over the school overcrowding with this particular project. She <br /> stressed Boulder Creek has a wonderful reputation for building quality homes. She <br /> stated Louisville will always have the option of residential development and she was <br /> leaning toward waiting. She voiced her appreciation to the neighbors who have <br /> appeared before the Council to support or oppose this proposal. <br /> Council member Loo stated her daughter went to Coal Creek and Louisville Elementary <br /> and was educated in a portable classroom and noted children are very resilient.
