City Council <br /> Meeting Minutes <br /> February 4, 2014 <br /> Page 16 of 28 <br /> Gary Larson, 2189 Park Lane, Louisville, CO noted there were comments at the last <br /> meeting from those who did not support the project. He felt commercial buildings would <br /> create a lot of traffic, which would be damaging to the low density housing development. <br /> Alexandra Bradley, 1385 Caledonia Circle, Louisville, CO urged City Council to deny the <br /> project. She stated there are approved plans for multi-family units, which have not been <br /> developed. She felt it would be prudent to see how these units would affect the <br /> roadway and the City's infrastructure. She feared the City is losing their small town feel <br /> and suggested the Council wait until they meet with the school district to make any <br /> decisions. She suggested the developer consider a true-senior housing project with an <br /> age limit. She stated the town is growing too quickly and urged the City to slow down. <br /> Tim Gromie, 134 Jackson Circle, Louisville, CO encouraged Council to vote no on the <br /> proposal. He agreed the developer is targeting empty nesters, but the school district did <br /> not take that in account. They only took into account how many children will be enrolled <br /> at Louisville Elementary School. He felt the ball fields and playground would also be <br /> impacted by the growth. <br /> COUNCIL COMMENTS <br /> Council member Keany inquired whether the developer would be willing to put an age <br /> restriction on the property. Justin McClure did not want to speak for Boulder Creek <br /> Developers, but stated from a market perspective, such a restriction would compromise <br /> the economic viability of the project. <br /> Steve Erickson, Boulder Creek Neighborhoods, 712 Main Street, Louisville, CO stated <br /> putting an age restriction on the project would go against their design philosophy. <br /> Boulder Creek builds for empty nesters, never nesters and single women with attributes <br /> which accommodate their lifestyles. Putting an age-restriction would nix the project. <br /> Council member Stolzmann voiced her concern over the open space swap and the new <br /> alignment of the trail. She was also concerned over the piping of the ditch, even though <br /> it was stated it is for safety reasons. She felt there was charm in the City's canals and <br /> ditches and did not support piping them. <br /> Council member Jasiak requested a review of the slide of the land swap and a <br /> comparison of the original and new trail alignment. Planning Director Russ explained <br /> the original concept for the trail showed the trail traversing and crossing Highway 42 at <br /> the Davidson ditch. At the time there wasn't the engineering or the understanding of <br /> what it would take to cross Highway 42. The details with the crossing were to match up <br /> with the North End development; achieve a depth to go beneath an Xcel pipeline and <br /> cross the Goodhue ditch. He explained the City does not have control over this <br /> property; Highway 42 has a right-of-way line on the east side; the City of Lafayette has <br /> a main water line and Boulder County has control to the south. He explained the depth <br />
