City Council <br /> Meeting Minutes <br /> February 4, 2014 <br /> Page 19 of 28 <br /> Alexander Bradley, 1385 Caledonia Circle, Louisville, CO stated her concern centered <br /> on the future multi-family developments. She disagreed with the argument that these <br /> homes must be built. <br /> Marcie Smith, 2280 W. Hecla Drive, Louisville, CO stated when she bought her home <br /> she was told the property in question was zoned for commercial. <br /> City Attorney Light requested the City Council, by motion, formally include in the record <br /> of the public hearing the following materials: All application materials submitted by the <br /> applicant in connection with the preliminary plat, preliminary PUD, the general <br /> development plan amendment; all materials included in the City Council packets <br /> consisting of the staff reports and all attachments included with the communication; the <br /> public hearing notices; the proofs of notification for the public hearing; all written <br /> referrals and public comments received regarding the application; the PowerPoint <br /> presentations displayed during the public hearings; the City's Subdivision ordinances <br /> in Titles 16 and 17 of the Louisville Municipal Code and the City's Comprehensive Plan. <br /> MOTION: Council member Loo moved to include all the documents outlined by the City <br /> Attorney into the record of the public hearing, seconded by Council member Stolzmann. <br /> All were in favor. Absent: Council member Lipton. <br /> COUNCIL DISCUSSION: Council member Loo stated the Planning Commission and <br /> the Open Space Advisory Boards unanimously supported the development. Mayor Pro <br /> Tern Dalton's concern centered over being anxious over the development of 24 units. <br /> He felt it would be a quality development built by a quality builder. <br /> Council member Keany asked if this is a rezoning of the parcel. Planning Director Russ <br /> stated it is a rezoning of Parcel H from the general development plan. Planner II <br /> Robinson explained it is not technically a rezoning, it is zoned Planned Community <br /> Zone District Commercial/Residential and will stay zoned Planned Community Zone <br /> District Commercial/Residential. The zoning requires a general development plan to <br /> define allowed uses. Before the Council is an amendment to a general development <br /> plan to change the allowed uses. <br /> Planning Director Russ explained the North Louisville General Development Plan <br /> allowed 25 residential units in Parcel J. <br /> Mayor Muckle stated the property was not commercially viable because it had minimal <br /> visibility and access, which changed when Hecla Drive and Kaylix Avenue and the <br /> neighborhoods were developed. He noted when the Alkonis property is built by the <br /> Boulder County Housing Authority there will be an additional neighborhood. <br /> Council member Keany stated the road, which split the parcels has shifted to the east. <br /> Mayor Muckle noted the land east of Kaylix may be more viable for commercial. <br />
