City Council <br /> Meeting Minutes <br /> February 4, 2014 <br /> Page 20 of 28 <br /> Mayor Pro Tern Dalton suggested if there is a possibility of a split vote, the matters <br /> should be continued when there is a full Council. <br /> Council member Stolzmann did not believe this project was consistent with the criteria <br /> of the Comprehensive Plan by not providing children safe route to schools. Council <br /> member Jasiak questioned the issue of safe routes to school. Council member Loo <br /> noted if that was the case, there would be no safe route for anyone in the development. <br /> MOTION: Mayor Muckle moved to continue all three agenda items to February 18, <br /> 2014 City Council meetings, seconded by Council member Loo. <br /> Council discussed whether there were enough votes to pass the agenda items or <br /> whether it would be a split vote. Council members Keany, Loo, Mayor Muckle and <br /> Mayor Pro Tern Dalton were in support. Council member Stolzmann was not in support. <br /> VOTE: The motion to continue the three agenda items failed by a vote of 6-0. Absent: <br /> Council member Lipton. <br /> Mayor Muckle requested public comments and hearing none closed the public hearing. <br /> Mayor Muckle felt the commercial component may take a long time to be realized and <br /> continuing the neighborhood made sense. <br /> ORDINANCE No. 1656, SERIES 2014 <br /> MOTION: Mayor Pro Tern Dalton moved to approve Ordinance No. 1656, Series 2014, <br /> seconded by Council member Loo. Roll call vote was taken. The motion carried by a <br /> vote of 5-1. Council member Stolzmann voted no. Absent: Council member Lipton. <br /> ORDINANCE No. 1657, SERIES 2014 <br /> MOTION: Mayor Pro Tem Dalton moved to approve Ordinance No. 1657, Series 2014, <br /> seconded by Council member Loo. <br /> Council member Stolzmann stated before approval of Ordinance No. 1657 there should <br /> be a plan for acquiring the rest of the property for the trail connection. Planning Director <br /> Russ stated the City will get the necessary easements or title changes through the <br /> development agreement. As part of the Highway 42 Plan, when Boulder County or Mr. <br /> Lathrop comes forward with a PUD or PUD Amendment, it would be a condition placed <br /> on the property. The City will also work with the City of Lafayette and Mr. Lathrop on an <br /> easement for the trail connection. <br /> VOTE: Roll call vote was taken. The motion carried by a vote of 5-1. Council member <br /> Stolzmann voted no. Absent: Council member Lipton. <br />
