The motion passed by a vote of 5-1. Council member Stolzmann voted no. Absent: Council member Lipton. ORDINANCE No. 1655, SERIES 2014 — AN ORDINANCE ADOPTING BY REFERENCE THE 2013 EDITIONS OF NFPA 501A: STANDARD FOR FIRE SAFETY CRITERIA FOR MANUFACTURED HOME INSTALLATIONS, SITES AND COMMUNITIES AND NFPA 225: MODEL MANUFACTURED HOME INSTALLATION STANDARD AND REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 15.20 OF THE LOUISVILLE MUNICIPAL CODE REGARDING STANDARDS FOR MOBILE HOMES AND CHAPTER 15.24 OF THE LOUISVILLE MUNICIPAL CODE REGARDING STANDARDS FOR MOBILE HOME PARKS —2nd Reading — Public Hearing Mayor Muckle requested a City Attorney introduction. City Attorney Light introduced Ordinance No. 1655, Series 2014 and noted there are second reading amendments. Mayor Muckle opened the public hearing and requested a staff presentation. Chief Building Official Swanson stated Mayor Pro Tern Dalton requested the mobile homeowners be given notice of the change in the mobile home standards and the amendment to Chapter 15.24 of the Louisville Municipal Code. He reported there were 97 hand delivered notices to mobile home residents. Chief Building Official Swanson explained the City of Louisville's current manufactured home regulations were adopted by ordinance in 1977. The standards in the ordinance reference building and constructions standards from the 1973 Edition of the Standard for Mobile Homes. Ordinance No. 1655, Series 2014 would revise the City's Standards for Manufactured Homes and Mobile Home Parks in the Louisville Municipal Codes Chapter 15.20 and Chapter 15.24 respectively. Staff has reviewed the current ordinance and wishes to provide a number of changes and updates to reflect current best practices and ensure basic life / safety needs are enforced with the City's current and future manufactured homes. Staff recommended the City Council approve Ordinance No. 1655, Series 2014 on second and final reading. COUNCIL COMMENT Council member Keany requested clarification on the revisions included in the ordinance to the Standards for Manufactured Homes and Mobile Home Parks. Chief Building Official Swanson explained the revision removed the redundant sections. Mayor Muckle requested public comment and hearing none, closed the public hearing.
