City Council
Meeting Minutes
February 4, 2014
COUNCIL COMMENT
Council member Keany inquired about the warranties. Parks and Recreation Director
Stevens stated Landscapes Unlimited is guaranteed for one year from the date of
completion. There are standard manufacturer's warranties for pipes, pumps and
couplings and controllers.
Council member Keany inquired whether that covered the grow-in period. Parks and
Recreation Director Stevens stated he has asked Landscapes Unlimited for a proposal
to address the grow-in and maintenance period. This may result in an extended
warranty. He clarified there is $5 million, but there is also $150,000 identified for
drainage issues.
Council member Stolzmann addressed the plan and noted it addresses the top four
inches of soil. She asked if there was any updated information. Parks and Recreation
Director Stevens stated Landscapes Unlimited is currently doing analysis to determine
whether every green will have to be rebuilt from the base level. They believe that all
greens may not have to be rebuilt in total.
Council member Stolzmann asked if the contingency money covers the rebuild or is it
taken from the work order fee. Parks and Recreation Director Stevens stated nothing
within the $5 million project scope will require change orders. He stated there are a lot
of areas for cost efficiencies and flexibility in the program and design.
Council member Stolzmann was pleased to see a schedule of the project in the City
Council packet and requested the project components be added to the schedule.
Council member Keany requested as the contract progresses, the Golf Course Advisory
Board continue to be an active participant. Parks and Recreation Director Stevens
confirmed the Golf Course Advisory Board will be involved in the process from start to
finish.
Mayor Muckle stated the FEMA level of reimbursement was projected to be at 75%. He
asked where that tied into the golf course reconstruction. City Manager Fleming stated
in the current forecast there is a net of approximately $2.6 million. In total terms of the
$5 million, less than 50% will be reimbursed. It reflects contract cost of improvements
over and above the flood reconstruction. Staff is currently anticipating 75%
reimbursement for items eligible for flood reconstruction and mitigation costs.
Deputy City Manager Balser explained from what is eligible and reimbursable the City
will receive 87.5%, with a 12.5% local match. The original estimate of the total
reimbursable amount of work to be done was 75% of the repairs. That has been
reduced, but so has the total cost of the project.
