Local Licensing Authority <br />Minutes <br />January 27, 2014 <br />Page 6 of 7 <br />establishments by the State Liquor Enforcement, as a result of the compliance <br />checks conducted in September, was included in the packet. Hanson reported <br />copies of the agreements were available should Authority members wish to see <br />them. Council has passed legislation which would allow the two current medical <br />marijuana centers to convert to retail. To date, the City Clerk’s office has not <br />received notification either business has applied for conversion. <br />Hanson reported on a discussion with Mr. Tennessen concerning packet <br />delivery. He asked if the packet could be delivered electronically. Since it can <br />be, Hanson asked if any other members wished to have their packet delivered <br />that way. Hughes and Tennessen would like it delivered electronically, the other <br />members preferred a paper copy. <br />Carlson thanked Ms. Hanson for the report on the state compliance checks and <br />explained what had occurred to the new members. Carlson reminded Authority <br />members of the class the police department offers for seller/servers and <br />encouraged members to attend. Tennessen reported he had attended the class <br />in the past. <br />Authority Attorney’s Report <br />Authority Attorney Light reported in addition to the pamphlet included on Open <br />Government and Ethics, members of City boards are required to attend training <br />concerning the same. He suggestedthe pamphlet as a good resource in <br />answeringquestions about how the City operates. <br />Attorney Light reported on proposed state legislation which might affect the <br />Authority. There is a proposal concerning fines in lieu and extending the days of <br />suspension that can be converted to a fine.A bill to give more local control on <br />liquor establishments hours of operation has also been proposed. Carlson noted <br />local control on hours will be interesting if passed and wondered what <br />unintentional consequences might arise. <br />Carlson noted a bill had already been postponed indefinitely concerning craft <br />distilleries and operation of their tasting rooms. <br />Attorney Light welcomed the new members along with the re-appointed <br />members. He thanked all Authority members for their service to the City. <br /> <br />Authority Comment <br />Rommelfanger expressed his disappointment concerning the Authority not being <br />able to issue sanctions on a state issued manufacturing license (Gravity Brewing) <br />located in the City. Tennessen asked if the same were true for Twelve Degree. <br />Carlson responded Twelve Degree is a brew pub license which local authorities <br />have authority over. <br /> <br />
