Local Licensing Authority
Minutes
January 27, 2014
Authority Secretary by Mr. Ruden. In the case of a transfer, the Authority
Secretary would need the operating agreement for any entity Mr. Ruden might
create.
Machado accepted the friendly amendment. Rommelfanger accepted the
amendments. Roll Call Vote: Machado – yes, Rommelfanger – yes, Hughes –
yes, Tennessen – yes and Carlson – yes.
Chairperson Carlson wished Mr. Ruden good luck and wished Ms. Alterman a
happy retirement.
Police Department Reports
A.Incident Report – Gravity Brewing – 11/16/13
This incident involved the police being dispatched to the establishment on report
of a possible harassment.
Carlson noted this is a state issued license and the Authority has no regulatory
jurisdiction over this license. Authority members questioned this.
Authority Attorney Light stated the Authority could not take disciplinary action
against the licensesince it is only issued by the State. There would be
opportunity, however, for regulatory action according to the code for municipal
violations.
Carlson was glad to see the report but felt there was no further action to be taken
by the Authority.
B.Incident Report – Ralphie’s – 11/15/2013
Police respondedto a reported stabbing.Machado asked if there had been any
further follow up with the establishment. Secretary Hanson stated not to her
knowledge.
Carlson provided some background to the new Authority members concerning
the Police Department reports and the Authority’s responsibility.
Authority members concluded there was no further action to be taken on this
incident.
C.Incident Report – Henry’s –12/21/2013
This incident involved police making a traffic stop and suspected alcohol
consumption by the driver. Carlson felt because of the timeline, the Authority
would have difficulty establishing any violation by the establishment. No further

action was taken by the Authority.
Secretary’s Report
Hanson notedthe 2014 Open Government and Ethics Pamphlet included in the
packet.
