collection carts, etc. At the same time, contractor shall provide a complete list of fees and <br />services offered to each customer. The contents of the insert will be approved by the City. <br />Contractor should also provide a cost to allow the City the option of requiring that the inserts <br />will be directly mailed to all customers by the contractor. The contractor shall provide another <br />such insert anytime there is a rate increase or change in the collection program. <br />In addition to the above educational information, the Contractor will work with City Staff to <br />provide and share educational information that will further improve the efficiency and waste <br />diversion performance of the collection program. <br />Public Informational Meetings <br />3.10 <br />Upon selection but prior to implementation of the trash collections service, the selected <br />contractor will be required to participate with City staff and Council in one or more public <br />meetings which will describe the proposed service to City residents/customers. <br />Customer Service <br />3.11 <br />The contractor shall be responsible for providing all customer service functions including <br />informing customers of current services, handling customer requests, and resolving customer <br />complaints. The proposal shall include information addressing the contractor’s proposals for <br />methods and a time frame for communicating with the customers and responding to their <br />questions and complaints. The contractor shall also include, with the proposal, a copy of their <br />customer service standards. The contractor should anticipate developing a web site/page <br />exclusively for information pertaining to operations in the City. <br />Proposed Term of Contract <br />3.12 <br />The contractor shall provide proposals for a five-year contract, including any provisions for <br />yearly cost escalation beyond the cost of living adjustment as described in section 5.2. <br />Alternatives for longer terms may be presented for consideration. Any multi-year contract <br />entered into the City is subject to annual appropriation. <br />Qualifications of Proposer <br />4. <br />The City requires the submission of the following certified supporting data regarding the <br />qualifications of the contractor in order to determine whether it is qualified and responsible. <br />1.Satisfactory evidence that the contractor possesses not less than five years of experience <br />providing trash and recycling collection services in the Front Range. <br />2.Annual revenue in excess of $1,000,000. <br />3.No default or unresolved judgments. <br />4.Evidence that the contractor is in good standing in the State of Colorado. <br />5.A copy of the latest available financial statements of the contractor (or, if the contractor is <br />a subsidiary or division, then a financial statement of the parent corporation). <br />6.The names and resumes of the principal officers, partners, and/or officials. The name(s) <br />and resume(s) of the individual(s) who will be responsible for the City contract. <br />7.Such additional information as will satisfy the City that the contractor is adequately <br />prepared to fulfill all of the terms of the contract. <br />RFP – Residential Solid Waste Collection City of Louisville <br />14 <br />
