Except as specitically proviaea herein, the form and content <br />ot the disclosure state.ent reterred to in subsection A of <br />this section shall be .stablished by resolution ot the city <br />council. <br /> <br />c. Notwithstanding any other provision ot thia section, no <br />candidate or otticer is required to disclose any confidential <br />relationship protected by law. <br /> <br />D. On September tenth ot each year each incumbent in an elective <br />public otfice or in a board or commi.sion position shall file <br />an a.endea aisclosure statement with the city clerk or notity <br />the city clerk in writing th~t the candidate has no change ot <br />tinancial condition regarding the disclosed items since <br />previously filing a disclosure statement. <br /> <br />2.80.060. Enforcement. <br /> <br />Th. provisions of Sectiona 2.80.030 through 2.80.050 ahall be <br />enforced as follows: <br /> <br />A. The city prosecuting attorney shall have the primary <br />responsibility for entorcement ot said provisions. <br /> <br />B. <br /> <br />Any person who believes that a public otticer or employee has <br />violated any at said provisions and wishes to initiate <br />proceedings on such alleged violations shall file a written <br />complaint with the prosecuting attorney. The complaint shall <br />state in detail 1:11e tact. at the alleged violation, shall <br />specify the section or sections at this chapter alleged to <br />have been violated, and shall contain a sworn or verified <br />stat...nt signed by the complainant and stating that, under <br />p.nal~ ot perjury and to the best at the complainant's <br />knowledqe, information, and beliet formed after reasonable <br />inquiry, there exists probable caus. for the complaint, the <br />complaint is well qrounded in fact and law, and the complaint <br />1. filed in good faith and not out of malice or any other <br />improper motive or purpose. Any complaint which doe. not <br />contain such a signed statement shall be returned forthwith to <br />the complainant without action. <br /> <br />If the complaint is made against a public officer, within ten <br />days after receipt of the complaint the city prosecuting <br /> <br />7 <br />
