Louisville City Council Meeting <br />December 16, 2003 <br />Page 9 of 18 <br />Council member Keany had questions for Planning Director Wood relative to zoning and <br />the control over density of the project. Wood stated the General Development Plan would <br />specify the density by district. <br /> <br />Council member Keany had questions for Public Works Director Phare relative to STK's <br />6-inch water tap, sewer rates, and the raw water master plan. Phare stated there is a <br />different rate for non-residential and residential. With regard to the raw water master <br />plan, the STK parcel was identified as non-residential. <br /> <br />Council member Keany asked if there has been any discussion relative to change in the <br />height restriction. Wood stated that the applicant was asked to demonstrate where the <br />variances would be warranted, however, Staff has not agreed to any variance to the City's <br />guidelines. <br /> <br />Council member Keany asked the City Manager if there has been any suggestion by Staff <br />relative to the tax increments. Simmons stated no. <br /> <br />Council member Marsella asked for clarification on whether senior housing would be <br />included in the total units of 1080. Ament stated the base permits are anything up to <br />1080, however, the senior housing is not intended to included in the 1080 units. <br />She addressed the tax increment issue and stated the question is whether the City of <br />Louisville or the developer would pay to build the off-site improvements. <br /> <br />City Manager Simmons clarified the City Staff never suggested tax incentive financing. <br />Ament confirmed his statement. <br /> <br />Mayor Davidson addressed special improvement district and asked Planning Director <br />Wood to compare the STK requests to those of Centennial Valley. Wood estimated <br />Centennial Valley was a large development and he was not aware of requests for rebates <br />or establishment of special districts. <br /> <br />Mayor Davidson addressed the PCZD zoning and asked for a scope of businesses that <br />would be permitted and prohibited. Wood stated the scope would include services and <br />noted there is a list of prohibited uses on the property that would not be consistent with <br />the character of the zoning. There was discussion relative to the type of retail businesses <br />that would generate sales tax revenue. <br /> <br />Mayor Davidson voiced his conCern over the issues of 280 permits plus senior housing, <br />the projection for sales tax, and the discussion relative to the formation of an urban <br />renewal authority. City Attorney Light explained the Tax Increment Financing (TIF) <br />mechanism provides a base unit. If sales tax is collected over the base, the urban renewal <br />authority is entitled to a percentage. The statute addresses urban renewal authority and <br />the description of blight include slum, inadequacy of streets, deterioration of site, <br />dangerous building, and inadequate of facilities. <br /> <br />9 <br /> <br /> <br />
