<br />Sisk moved that Council approve Ordinance No. 1213, Series 1996, at first reading, set it out for <br />publication and set the public hearing for March 19, 1996. Seconded by Keany. All in favor. <br /> <br />AMENDED CITY ADMINISTRATOR'S EMPLOYMENT AGREEMENT <br /> <br />Davidson stated that Council had all agreed that Bill Simmons, City Administrator, is doing a fine job. <br />He recommended a 8.6% market adjustment and a 4% merit adjustment. His car allowance was <br />increased from $250 to $300/month. <br /> <br />Davidson moved that Council authorize the Mayor and City Clerk to execute the amendment to the <br />Amended Employment Agreement with the City Administrator. Seconded by Levihn. Roll call was <br />taken. Motion passed by a 7 - 0 vote. <br /> <br />ORDINANCE NO. 1211, SERIES 1996 - ALLOWING THE LOUISVILLE CITY COUNCIL <br />TO WAIVE OR DEFER CERTAIN ANNEXATION REQUIREMENTS WHICH ARE NOT <br />REQUIRED BY STATE LAW - 2ND READING - PUBLIC HEARING (PUBL. LSVL. <br />TIMES 2/24/96) <br /> <br />Griffiths read by title only Ordinance No. 1211, Series 1996, "An ordinance allowing the Louisville <br />City Council to waive or defer certain annexation and subdivision requirements which are not <br />required by state law. " <br /> <br />Bill Simmons, City Administrator, stated that Ordinance 1211 would allow the Council at its sole <br />discretion to waive or defer to a later date any of the annexation requirements set out in Section <br />16.32.030 of the Louisville Municipal Code, including sewer utility extension, storm drainage, and <br />transfer of water rights. It would also amend Section 16.32.035 to allow the Council at its sole <br />discretion to waive or defer to a later time all of the subdivision dedication requirements which have <br />to do with a minimum of 12% for non-residential and 15% for residential subdivisions for open space. <br />This will allow flexibility in negotiating with property owners, specifically in the south-sub area where <br />development is not going to occur shortly after annexation. <br /> <br />Davidson opened the public hearing calling for anyone wishing to speak on this ordinance. <br /> <br />NONE <br /> <br />Davidson closed the public hearing and called for Council comments or motions. <br /> <br />Mayer moved that Council approve Ordinance No. 1211, Series 1996, allowing the Louisville City <br />Council to waive or defer certain annexation requirements which are not required by state law at <br />second and final reading with an emergency clause.
