Open Space Advisory Board <br />Minutes <br />th <br />February 12, 2014 <br />Page 2 of 6 <br />4) The Open Space website will be updated to show areas of damage <br />and current repairs for flood damaged trails. The update will be <br />posted by the next meeting and Ember will share as a staff update. <br />Open Space staff met with the Harney Lastoka Team which is a management <br />team with joint owners (City of Lafayette, City of Louisville, and Boulder County <br />Parks and Open Space) to discuss 2014 expenditures and the pipeline from <br />Hecla Lake to Harney Lastoka. The pipeline is intended to convey water from <br />Hecla to irrigate the Harney Lastoka CSA and potentially agricultural fields if a <br />water agreement can be developed. Also, they discussed plans for a trail on the <br />property parallel to Highway 42 as part of the Highway 42 Redevelopment Plan <br />and the urban outfall system plan and its impact to the management of the <br />property. <br /> <br />The McCaslin/ Washington underpass project is moving forward and is looking <br />aesthetically satisfactory. Staff will share the timeline and photos at the March <br />meeting. <br /> <br />Last summer there was concern about a raptor nest which lead to the <br />postponement of a construction project in order to comply with the Migratory Bird <br />Treaty Act. Staff is currently drawing up guidelines to direct the City in future <br />incidents. <br />There are reports of a great horned owls nesting near the Golf Course but staff <br />has not confirmed. <br /> <br />2014 Volunteer Planning is underway. Raptor volunteers have already started <br />for the season. New volunteer projects will include: <br />1) Photo monitoring of newly seeded areas at designated photo points. <br />Properties with photo points include: Davidson Mesa, Bullhead Gulch, <br />Aquarius and the CTC trail. <br />2) Assembling an aging guide for cooper hawks to assist volunteers with <br />monitoring efforts. <br />3) Nature Hosts to lead educational hikes/programs with staff support. <br /> <br />There is a new schedule of education events for 2014. Staff is still waiting for <br />confirmation on the Black Footed Ferret program, the Fishing Frenzy event and a <br />few others. Staff is also planning to organize a bird hike. There are plans for a <br />program aimed at the Recreation Center summer camp program. Staff is open <br />to education topic suggestions from the board and the public. <br />VI. Board Updates <br />Our new OSAB liaison Councilman, Jeff Lipton, introduced himself. He <br />emphasized how important Open Space is to the citizens he met while running <br />for office. He has land acquisition and water-rights experience from his career at <br />the University of Colorado. <br /> <br />Ember and Helen discussed some concerns about procedure and suggested two <br />new process standards: <br />1)Process for Public/Board Member Speaking <br />3 <br />
