Revitalization Commission <br />Nlinutes <br />February 10, 2014 <br />Page 2 of 4 <br />Reports of the Commission: <br />• None. <br />Business Matters of the Commission — <br />a. LRC Bond Representation changing firms: <br />Attorney Light reported that Dee Wisor, Bond Representative, is leaving <br />the firm of Sherman & Howard and has joined Butler Snow effective <br />January 27, 2014. Light recommends LRC direct Sherman Howard to <br />send the file to Butler Snow. The same rates will carry over. <br />Commissioner Menaker made a motion to follow Light's recommendation. <br />Motion carried. <br />b. South Street Gateway Update: <br />Joliette Woodson, Civil Engineer III, reported: The 60% construction plans <br />/ 100% structural plans have been submitted to BNSF for review. <br />Comments are expected by the end of the month. Our consultant is <br />optimistic that we can have a contract with BNSF by mid -summer. <br />Woodson is not so optimistic based on the amount of time it has taken the <br />BNSF to review our submittals. City Manager Fleming said he will reach <br />out to BNSF for response. <br />An IGA amendment is needed to push out the approval timelines. <br />c. Quiet Zone Update: <br />o City Manager Fleming reported that the range to have a quiet zone will be <br />$1.4 - $1.6m ($400,000 per crossing). The money is budgeted for in the <br />2017-2018 budgets. <br />Deputy City Manager Balser will work with DRCOG for funding <br />reimbursement as part of FasTracks. <br />d. Parking Study: <br />Planning and Building Safety Director Troy Russ reported the department <br />conducted a comprehensive parking utilization study for downtown <br />Louisville. This study expanded on the last parking study done in 2009. A <br />Parking Action Committee was formed. The committee consists of 3 <br />members with downtown business/property interests, 3 residential <br />members and 3 members from the City of Louisville staff. <br />Goals include: <br />■ Keeping downtown vibrant <br />■ Keeping neighborhoods livable <br />■ Managing City Resources <br />0 Commissioner Menaker asked, "What is the number of spaces needed?" <br />3 <br />
