Revitalization Commission <br />Nlinutes <br />February 10, 2014 <br />Page 3 of 4 <br />o Russ replied the number is a moving target <br />o Commissioner Gorsevski said the important number is what is the regular <br />high volume need. He believes shuttle buses would be helpful during <br />special events. <br />o DeJong said it makes sense to provide enough parking so neighborhoods <br />two blocks outside of downtown are not impacted. <br />o Fleming said there are a lot of solutions; which ones are acceptable? <br />Commissioner Lathrop asked if we know what the average stay is. Russ <br />replied the answer is just under two hours. <br />Commissioner Menaker is convinced we need to build parking. He <br />mentioned selling the Post Office/Lucky Pie property to have the money <br />to build parking elsewhere. <br />o Russ said the Gateway underpass will open up a great supply of parking. <br />o Commissioner Lathrop asked if the City has considered adding parking <br />around the ballfields. <br />o Commissioner Fisher likes the size of the City's parking spots and likes <br />the idea of enforcement. <br />Commissioner Menaker said residential parking will be a challenging <br />fairness issue. <br />e. Westword Building Defect Article: <br />c An article regarding condominium construction defects was discussed. <br />Russ said from a land use perspective, neighborhood stability increase <br />with homeownership but it is hard to differentiate between owners and <br />renters. <br />c Light said you cannot discriminate against development based on form of <br />ownership. <br />o Rick Brew said this is a State issue. The more the state hears from <br />citizens the more they feel they can vote differently. <br />o The question was asked if the LRC can provide a letter to a state agency <br />regarding this issue. <br />f. Tri-Party Agreement: <br />c DeJong has received no response from the County on the shareback of <br />revenue beginning 2015. <br />g. DELO Update: <br />o The Phase I PUD has been submitted. The southern phases are on hold <br />due to right-of-way issues. <br />o Some assumptions on revenue have changed because of phasing. No <br />resolution yet on right-of-way issues. The land assembly is proving <br />difficult but the northern portion is going forward. <br />o) There is no regional solution to the detention pond so they are providing it <br />onsite. <br />4 <br />
