ORDINANCE NO. 1652 <br /> SERIES 2013 <br /> AN ORDINANCE ADOPTING BY REFERENCE THE 2012 EDITIONS OF THE <br /> INTERNATIONAL BUILDING CODE, INTERNATIONAL RESIDENTIAL CODE, <br /> INTERNATIONAL MECHANICAL CODE, INTERNATIONAL FUEL GAS CODE, <br /> INTERNATIONAL ENERGY CONSERVATION CODE, INTERNATIONAL FIRE CODE, <br /> AND INTERNATIONAL PLUMBING CODE AND THE 2011 EDITION OF THE <br /> NATIONAL ELECTRICAL CODE ADOPTED BY THE STATE; ENACTING CERTAIN <br /> AMENDMENTS TO THE FOREGOING INTERNATIONAL CODES; AMENDING, <br /> REPEALING AND REENACTING CERTAIN SECTIONS OF TITLE 15 OF THE <br /> LOUISVILLE MUNICIPAL CODE IN CONNECTION WITH THE ADOPTION OF THE <br /> FOREGOING INTERNATIONAL CODES; AND ESTABLISHING PENALTIES FOR <br /> VIOLATIONS OF SUCH CODES. <br /> WHEREAS, the City of Louisville is a Colorado home rule municipal corporation <br /> duly organized and existing under laws of the State of Colorado and the City Charter; <br /> WHEREAS, national building and construction standards have been developed <br /> and from time to time amended and updated, as set forth in various model codes, and it <br /> is deemed in the best interest of the citizens of Louisville, and in the interest of the <br /> public health, safety, and general welfare to adopt by reference thereto certain model <br /> codes and to make certain amendments thereto which are tailored to accommodate <br /> particular circumstances and requirements of the City; and <br /> WHEREAS, a core value of the City in the 2013 Comprehensive Plan promotes: <br /> "A Healthy, Vibrant, and Sustainable Economy . . . where the City understands and <br /> appreciates the trust our residents, property owners, and business owners place in it <br /> when they invest in Louisville, and where the City is committed to a strong and <br /> supportive business climate which fosters a healthy and vibrant local and regional <br /> economy for today and for the future," and maintaining current building codes <br /> contributes to maintaining lower home owner insurance rates throughout the City which <br /> is important to the economic health of the City; and <br /> WHEREAS, a second core value of the City in the 2013 Comprehensive Plan <br /> promotes: "Sustainable Practices for the Economy, Community, and the Environment . . <br /> . where we challenge our government, residents, property owners, and our business <br /> owners to be innovative with sustainable practices so the needs of today are met <br /> without compromising the needs of future generations,"and maintaining current building <br /> codes provides additional energy conservation and best building practices which are <br /> both recognized as a sustainable community practices; and <br /> WHEREAS, a third core value of the City in the 2013 Comprehensive Plan <br /> promotes: "A Balanced Transportation System . . . where the City desires to make <br /> 1 <br />
