motorists, transit customers, bicyclists and pedestrians of all ages and abilities partners
<br /> in mobility, and where the City intends to create and maintain a multimodal
<br /> transportation system to ensure that each user can move in ways that contribute to the
<br /> economic prosperity, public health, and exceptional quality of life in the City," and
<br /> balancing the design of the streets which ensure appropriate fire access and multimodal
<br /> safety is necessary to ensure overall safety to the community; and
<br /> WHEREAS, a fourth core value of the City in the 2013 Comprehensive Plan
<br /> promotes: "Safe Neighborhoods . . . where the City ensures our policies and actions
<br /> maintain safe, thriving and livable neighborhoods so residents of all ages experience a
<br /> strong sense of community and personal security," and requiring sprinklers in all
<br /> residential structures along with requiring best engineering practices to create safer
<br /> streets will ensure safer neighborhoods in Louisville; and
<br /> WHEREAS, after a duly noticed public hearing held September 19, 2013 and
<br /> continued to October 17, 2013, where evidence and testimony were entered into the
<br /> record, the Louisville Building Code Board of Appeals reviewed the 2012 Editions of the
<br /> International Building Code, International Residential Code, International Mechanical
<br /> Code, International Fuel Gas Code, International Energy Conservation Code,
<br /> International Fire Code, International Plumbing Code, and the 2011 edition of the
<br /> National Electrical Code adopted by the State and recommends adoption of the same to
<br /> the City Council; and
<br /> WHEREAS, the City Council, after proper notice as required by law, has held a
<br /> public hearing on this ordinance providing for the adoption of said codes;
<br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
<br /> OF LOUISVILLE, COLORADO:
<br /> Section 1. Chapter 15.04 of the Louisville Municipal Code is hereby repealed
<br /> and reenacted, with amendments, to read as follows:
<br /> Sec. 15.04.010. Adoption.
<br /> The International Building Code, 2012 Edition, published by the International
<br /> Code Council, 4051 West Flossmoor Road, Country Club Hills, Illinois, 60478, is hereby
<br /> adopted by reference thereto and incorporated into and made a part of the city Code.
<br /> The purpose and subject matter of the International Building Code include regulating
<br /> construction aspects of building through comprehensive provisions and standards
<br /> regulating the erection, construction, enlargement, alteration, equipping, use, height,
<br /> area, and maintenance of buildings and structures and providing greater safety to the
<br /> public by uniformity in building laws. Except as otherwise provided in this chapter, the
<br /> 2012 International Building Code is adopted in full, including the outline of contents,
