City Council <br /> Meeting Minutes <br /> March 4, 2014 <br /> Page 3 of 21 <br /> He noted the City Council is aware of the variance issue and is working toward a <br /> resolution. He reported he and Deputy City Manager Balser were in Washington D.C. <br /> on February 27 and 28, where they met with legislators on transportation issues. While <br /> in D.C. the public/private partnership with US 36 for BRT services was approved. They <br /> also had a very productive meeting with the Federal Railroad Administration relative to <br /> reducing the cost of railway quiet zones. <br /> CITY MANAGER'S REPORT <br /> City Manager Fleming reported on Wednesday, March 5, 2014, at 6:00 p.m., there will <br /> be a public meeting concerning parking in the downtown area. The Planning staff will <br /> present the results of the traffic study conducted last fall. He addressed public access <br /> to public meetings and reported the action summary is available the next day after a <br /> Council meeting and the meeting can be viewed via the video stream on the City's <br /> website. He said staff is working to open the City's record database to the public. <br /> REGULAR BUSINESS <br /> NUTRITION MONTH PROCLAMATION <br /> Mayor Muckle requested Senior Services staff members Katie Beasley and Diane <br /> Evans and Meals on Wheels staff members Leslie Jackson, Kathy Klepac and Lynn <br /> Wooten approach the podium. He read the proclamation proclaiming March as Nutrition <br /> Month in the City of Louisville and presented it to Ms. Beasley. <br /> Senior Services Supervisor Katie Beasley introduced Leslie Jackson who thanked the <br /> City for their support. <br /> ORDINANCE No. 1659, SERIES 2014 —AN ORDINANCE EXTENDING THE TERMS <br /> OF A NONEXCLUSIVE FRANCHISE GRANTED BY THE CITY OF LOUISVILLE, <br /> COLORADO TO COMCAST OF COLORADO I, LLC, AND ITS LAWFUL <br /> SUCCESSORS, TRANSFEREES AND ASSIGNS, FOR THE RIGHT TO MAKE <br /> REASONABLE AND LAWFUL USE OF RIGHTS-OF-WAY WITHIN THE CITY TO <br /> CONSTRUCT, OPERATE, MAINTAIN, RECONSTRUCT, REPAIR AND UPGRADE A <br /> CABLE SYSTEM FOR THE PURPOSE OF PROVIDING CABLE SERVICES TO <br /> CITIZENS WITHIN THE CITY—2nd Reading — Public Hearing <br /> Mayor Muckle requested a City Attorney introduction. <br /> City Attorney Light introduced Ordinance No. 1659, Series 2014 and noted the <br /> ordinance is before Council on second reading and set for public hearing. <br /> Mayor Muckle opened the public hearing and requested a staff presentation. <br />
