City Council <br /> Meeting Minutes <br /> March 4, 2014 <br /> Page 8 of 21 <br /> Susan Honstein, 727 Pine Street, Louisville, CO stated she is negatively impacted by <br /> the events in the downtown area. She didn't want to stop the events but requested the <br /> issues of parking and alcohol consumption be addressed. She stated beer bottles and <br /> trash are thrown into her yard and several times people are found wandering through <br /> residential properties. <br /> Creel Curtis, 105 Roosevelt Avenue, Louisville, CO stated he is directly affected by <br /> events at Community Park. He reported being disturbed by the amplified sound and <br /> noted the movies can be quite loud and go very late at night. He met with event <br /> coordinators to try to resolve the issue by moving movies farther away from the closest <br /> residences and to have a greater police presence. He didn't want the food trucks to be <br /> allowed to serve alcohol. He suggested better notification to the neighborhood and <br /> regulation on the amplified sound. <br /> Laura Lambrecht, 1041 Jefferson Avenue, Louisville, CO lives in the downtown area, <br /> and is also a retail business owner. She is a supporter of special events, but wanted to <br /> see the Street Faire as a once a month event. She wanted either a stronger police <br /> presence or fewer Street Faires. <br /> Jeff Suffolk applauded the volunteers of the Street Faire and found it ironic, as a <br /> professional event planner, it is very well run. He offered his time to help with special <br /> events permits. He proposed a rating system other cities use to quantify the events for <br /> the community. The City can then eliminate the events which do not meet <br /> qualifications. He suggested raising the fee for special events permits and a media <br /> platform, which would provide calendar notification and other announcements. <br /> Michael Menaker suggested running shuttles from the Recreation Center and the Police <br /> Station. He supported a stronger police presence at Street Faire and other large <br /> events. He explained no beer is sold by the bottle at the Street Faire. He noted other <br /> cities have hired auxiliary police officers for special events and suggested the City <br /> investigate this as a potential solution. <br /> Debbie Fahey, 1118 W. Enclave Circle, Louisville, CO felt the events were vital but <br /> wanted the impact on residents leveled. She stated currently there is not a standard <br /> application procedure for special events. She suggested facing the issues as they <br /> arise. <br /> Mayor Muckle asked for Council comments and noted there is not a moratorium on the <br /> table; the objective is to address the impacts of these events and mitigate them. He felt <br /> the impacts such as trash and parking were reasonable concerns. <br /> COUNCIL COMMENT <br /> Council member Lipton did not feel it was appropriate to give staff specific direction this <br /> evening. He felt the City was victim of their own success and wondered if the handling <br />
