Local Licensing Authority
Minutes
February 24, 2014
Lipton asked about any physicians being no longer allowed to write for medical
marijuana. Ms. Gillette responded the center can have no affiliation with the
doctors by law.
Machado asked if there had been any issues with the federal government. Mr.
Gindi responded no.
Hughes questioned the layout of the business for the medical and the retail. Mr.
Gindi responded having the dual license, he chose to have one space and serve
only 21 years old and over for both. There are different rooms for retail and
medical sales. Ms. Gillette reported there had to be virtual separation and
identification was required for both with the red card also required for the
medical. A person will take the identification at reception and be checked again
once they reach the sales room. Mr. Gindi reported even if the space changed at
all, he would require the checking of identification before any sales are made.
Authority Attorney Culley asked for verification no one under the age of 21 would
be allowed on the premises. Mr. Gindi reported the intent was to allow no one
under the age of 21 on the premises and signage would be posted.
Chairperson Carlson asked if anyone else wanted to speak for or against the
application. Hearing no comments, he asked the applicant for final comments.
Mr. Gindi thanked the Authority.
Carlson closed the public hearing and asked for Authority comment. Hughes
noted the application seemed to meet the criteria for granting a dual license and
expressed caution and need for oversight as this is a new type of license.
Rommelfanger moved the Local Licensing Authority of the City of Louisville find
the applicant is of good moral character, all City and State law requirements have
been met and, based on these findings, the Local Licensing Authority approve
issuance of a retail /medical marijuana combined use license for Compassionate
Pain Management, LLC d /b /a Compassionate Pain Management conditioned
upon State approval. Lipton seconded. Roll Call Vote: Lipton — yes, Machado —
yes, Rommelfanger — yes, Hughes — yes and Carlson — yes. License approved.
Police Department Reports
Sergeant Lanphere commented there was a report in the last LLA packet where
follow up with the establishment was questioned. He stated depending on the
incident, focus was not always on liquor establishment investigation.
Secretary's Report
