Local Licensing Authority <br />Minutes <br />February 24, 2014 <br />Page 3 of 5 <br />Lipton asked about fingerprinting results. Authority Attorney Culley responded <br />the Local Licensing Authority can depend on the background from the State, but <br />reserves the right to conduct a background investigation. <br />Machado noted he found some typos in the document and would get those to <br />Secretary Hanson. He asked about a definition of good moral character. <br />Authority Attorney Culley said there is a definition in the Retail Marijuana Rules <br />which describes it as "an individual with a personal history demonstrating <br />honesty, fairness, and respect for the rights of others and for the law ". Under <br />statute there are other items that can be considered in determining good moral <br />character. <br />Rachel Gillette, attorney for Compassionate Pain Management (CPM), asked <br />about a phrase prohibiting change of location. She wondered if the Ordinance <br />No. 1648 cited allowed CPM to move. Authority Attorney Culley noted this was <br />the ordinance which gave the current licensees that privilege with some <br />limitations. <br />Rommelfanger moved the Local Licensing Authority approve the Rules of <br />Procedure for Retail Marijuana. Hughes seconded. Roll Call Vote: Hughes — <br />yes, Lipton — yes, Rommelfanger — yes, Machado — yes and Carlson — yes. <br />B. Public Hearing — Retail /Medical Marijuana Combined Use Application — <br />Compassionate Pain Management LLC d /b /a Compassionate Pain <br />Management — 1116 -7 W. Dillon Road <br />Carlson opened the public hearing on the retail /medical combined use license <br />application. Secretary Hanson stated the application was complete and included <br />in the Authority packet. Background checks were conducted during the original <br />medical marijuana application process and the hearing had been posted and <br />published in accordance with state law. <br />Carlson moved the entire application be made a part of the record of this hearing. <br />Lipton seconded. All in favor. <br />Shaun Gindi, 2500 Walnut St. #306, Denver, CO 80205, owner of <br />Compassionate Pain Management, introduced himself to the Authority and took <br />the oath. He stated he opened the medical marijuana business in 2009. He has <br />had no legal issues and operating this business has been a great experience. <br />He has a cultivation operation in Denver and another marijuana business in <br />Lakewood. <br />Rachael Gillette, attorney for the license applicant, stated the center had no <br />issues with either state or local enforcement. Mr. Gindi stated they are being <br />pro- active about following all the rules. <br />
