City Council
Special Meeting Minutes
March 11, 2014
Some Council members did not support the water budget for commercial or residential
users and felt better tools could be used to help water customers better manage their
water consumption. There was support for the smoothing approach and some interest in
the residential water budget to provide a clear statement of what the water actually
costs.
Power Point Presentation Continues
Wastewater Rate Structure Alternatives Analyzed:
1. Nonresidential — applied to all usage, same rate year -round
COUNCIL QUESTIONS
Is a percentage of the wastewater usage being billed at $3.20 per 1,000 gallons? Mr.
Giardina explained it would be based on the winter consumption (Dec /Jan/ Feb). If
5,000 is the average consumption, the March bill would be calculated at $3.20 times 5,
through the next March; then the next winter consumption will be established. However
there is a default system to bill less if the actual consumption is lower.
Is there a calculation in the revenue? Mr. Giardina stated they looked at the usage on
every meter for every month, which provided this data and the projected revenue.
Is there a calculation for commercial accounts? Mr. Giardina stated there is no typical
commercial account and in most instances commercial bills would go down and
residential bills would go up.
What does "non- residential applies to all usage, at the same rate year round," mean?
Mr. Giardina stated currently non - residential accounts are charged a volume rate based
on 100% of their metered water use. No changes are proposed.
Power Point Presentation Continues
Alternative Stormwater Rate Structures: Task Force Recommendation: Continue
current structure until residential impervious data is available.
