City Council <br />Special Meeting Minutes <br />March 11, 2014 <br />Page 7 of 11 <br />Customer Class Rate <br />Residential, per monthly bill $4.23 <br />Nonresidential, per EQU (One EQU = 3,500 SF of impervious area) $4.23 <br />Mr. Giardina explained the Task Force had no interest in gathering past information for <br />impervious data for residential stormwater usage. He presented a slide comparing the <br />annual water, wastwater and stormwater billing for single family residential of 10 Front <br />Range communities. Louisville ranked one of the lowest rates for all three services. <br />COUNCIL QUESTIONS <br />Could a similar slide be presented for non - residential? Mr. Giardina explained it would <br />be very difficult to provide such a slide because each commercial customer is unique in <br />its consumption of services. <br />What is the purpose of the slide? Mr. Giardina explained virtually every study contains <br />a comparison of utility rates of neighboring cities. When people are looking at residential <br />areas they compare the cost of services with other cities. When businesses look at an <br />area, they want to see if there is a reliable water source. <br />Power Point Presentation Continues <br />System Development Charges: Task Force Recommendation: Move forward with <br />analysis of stormwater SDC for methodology; move forward with analysis of stormwater <br />SDC for either Uniform City -wide SDC or Separate drainage basin SDCs. <br />SDC Methodology — Facilities: The methodology is a buy -in approach, which asks <br />new customers to pay for the facilities, which were previously built. This puts them on <br />equal footing with existing customers. <br />SDC Methodology — Water Supply: This component recovers money for water <br />resources the City purchases to serve new customers. The estimated water losses in <br />City system are 35 %. <br />Base Water System Development Charges: Meter Size; Existing Facilities, Proposed <br />Facilities and Water Resources. <br />Wastewater System Development Charges: Analyzes the types of units, existing and <br />proposed. Historically wastewater has been assessed for non - residential development <br />at 50% of whatever is charged for water. The proposed methodology provides for a <br />much stronger methodology than just linking it to the water SDC. <br />COUNCIL QUESTIONS <br />
