Open Space Advisory Board <br />Minutes <br />March 12th, 2014 <br />Page 5 of 6 <br />- Can the board develop a process, or clarify the process, whereby land <br />acquisition targets' are evaluated? How can OSAB support and <br />encourage the City to be more proactive about Open Space land <br />acquisition? Is there a staff member who is in charge of monitoring the <br />status of these properties'? How will OSAB know when land parcels are <br />coming up for sale? <br />"What projects /programs /positions etc. does this board recommend the City <br />Council fund in next year's budget ?" <br />- Way- finding <br />- Trails Network, including: <br />- Coal Creek Trail repair <br />- "top six" trails identified from the Open House process <br />- Land acquisition <br />"Are there legislative issues this board would encourage the City Council to <br />consider?" <br />- There may need to be a parks and recreation board, but this board is <br />wary of having Parks and Open Space combined because of the very <br />broad scope of topics. The board would propose: "Open Space and <br />Trails" and "Parks and Recreation" as two separate boards. The lack of <br />an advocate for parks was apparent during the recent issue of the Baptist <br />Church property on So. Boulder Rd. <br />- OSAB would like to see better code enforcement on Open Space. <br />Perhaps the new leadership in the police department would be a chance <br />to address this (bikes, dog leash laws, trail formation). <br />- OSAB would like to see a Coyote Management Plan drafted and <br />implemented. Specifically a coyote incident response procedure which <br />includes clear lines of communication between the Police Department <br />and Open Space staff. <br />X. Discussion: 2014 Goals <br />See the meeting packet for 2013 goals. <br />The board added: <br />- Clarity of Open Space & Parks Conservation Trust Fund expenditures <br />- Continue support of Education & Outreach programs <br />- Under "Open Space Management Plan Updates & Reformatting" include <br />resource monitoring and management tools, such as control burns. <br />- Develop a process to provide board input on staff program priorities. <br />Helen will be doing a presentation and a memo based on these minutes in <br />preparation for the City Council Study session. The board will review her <br />materials at the next meeting. <br />6 <br />
